Gender Strategy Consultancy TOR

OBJECTIVES

The overall objective of this assignment is to develop a Gender Strategy and time-bound Action Plan for the Digital Health Activity (DHA). The strategy should guide the action of DHA in integrating and mainstreaming gender within the context of the Ethiopian information revolution roadmap (IRR). In this respect, the specific objectives of this consultancy firm is to develop a Gender strategy and action plan document.

OVERALL TASKS AND FUNCTIONS

Under the guidance of the Gender Advisor and the Strategic Information Director and in collaboration of the Backstopping Gender Focal Team, the consulting agency shall perform the following tasks:

  • Carry out a literature review of global practices of gender integration and mainstreaming within an HIS space. The consulting agency will also review the gender analysis document prepared by DHA.
  • Conduct interviews (face to face or virtual) with various actors at DHA, MOH and Implementing Partners (IPs) and line ministries. Present the inception report to DHA staff and Gender Backstopping team for comments and feedback.
  • Develop gender strategy and recommended action plan.
  • Present documents at validation session.
  • Submit a well-crafted Gender strategy and action plan.

REQUIRED QUALIFICATIONS 

Experience:

  • Experience in program management of gender equity, gender mainstreaming or women empowerment policies/projects/programs; knowledge of gender equality at the institutional level
  • Experience in planning, design, preparation and delivery of gender equity strategies
  • Experience in health information systems

Language:

  • Excellent proven written and spoken Amharic and English
  • Strong oral and written communication skills

IV. METHODOLOGY:

The following methodology is proposed to ensure the success of the assignment:

  •  The consulting agency will meet (Face to face or virtually) with DHA management team and gender advisor. The purpose of this meeting is to discuss and clarify expectations on the expected outcome and deliverables of the assignment.
  • Literature review - Review the available reference documents.
  • The consulting will prepare a work plan at the beginning of the assignment, with clear timelines and milestones to ensure that the assignment will be completed on time.
  • The consulting will meet with relevant staff.
  • The consulting will regularly, ideally weekly, brief DHA Gender Advisor and SI Director on the development of the assignment, including progress and challenges.
  • At the end of the assignment, there will be a debriefing meeting with DHA Team, to discuss the outcome of the assignment and the way forward.

EXPECTED DELIVERABLES

At the end of the assignment the consulting agency will submit:

  1.  A gender strategy for DHA to integrate and mainstream gender within the HIS space in Ethiopia.
  2. A list of recommended action points for gender integration and mainstreaming within the HIS in Ethiopia.

The strategy should include stakeholder engagement plan and Gender-sensitive indicators that will be used to track, monitor, and report on gender results.

VI. Required application documents

Applying firms should include the following documentations in the document they submit.

  •  Profile of the consulting agency (max 1 page) explaining why they are the most suitable for the work.
  • A technical proposal describing their understanding of the assignment and deliverables, how they will conduct the assignment, including elements and a realistic work plan. The total length of the proposal should not exceed 3 pages (1.15 spacing, Gill Sans, size 12 body text, 2cm margin).
  • CVs of the key personnel who will be responsible for development of the outputs mentioned in the scope of the assignment and deliverables section and other relevant team members. Each should include the names and contacts of three people for whom the producer have worked in the past on similar assignments.
  • Legal status: Documents indicating registration and legal status under applicable Ethiopian law.
  • A detailed budget breakdown, which clearly describe/justify cost in Ethiopian Birr. The budget must cater for all direct costs and taxes.
  • Sample strategies from past relevant experience. One or two strategy documents from past work.

COMPOSITION: 

  • The assignment will be carried out by one (1) consulting agency.

TIMING AND DURATION

  •  The duration of the assignment will be for 30 working days.

CRITERIA FOR SELECTION OF THE BEST OFFER

The evaluation of the consulting will be based on Combined Scoring method – where the qualifications and methodology is given 70% weightage and financial offer with be given 30% weightage. Only consulting meeting a minimum of 50 points under technical evaluation would be considered for the financial evaluation. Following specific criteria would be assessed:

Other Considerations

All materials generated from this assignment will be property of the JSI-DHA, USAID, and FMoH to use as it deem desirable. The consulting firm will have no rights to reproduce, alter, or otherwise use materials produced resulting from this solicitation without prior approval JSI-DHA. JSI-DHA may cancel all or part of this RFP without the need for consent of the production firm.
