JOB SUMMARY:

The Gender & accountability specialist for the “She Thrives” Project will lead the project efforts towards quality, implementation of initiatives that address women empowerment and gender equality issues, reducing child labor and improving accountability of service providers for households under the project. S/he will be responsible for building the project staff’s and the government partners’ capacity in understanding and applying both gender and accountability approaches, tools, and best practices. It is envisioned that this will first be achieved through a hands on approach that will require outstanding skills in planning and facilitation of training workshops, coaching and mentoring, and an ability to influence and facilitate change through high level interpersonal and communication skills. The gender and accountability specialist will report directly to the project’s Gender, Governance and Policy Advisor and will work closely with other technical specialists and project staff to ensure program quality and impact in line with the “She Thrives” goals and objectives at field office level. 

II. RESPONSIBILITIES AND TASKS: 

Job Responsibility #1: Analysis and implementation of Strategies, Reporting :% of Time: 40%   

  • Leads the implementation of the “She Thrives” project gender strategy and accountability strategy at operational Woredas
  • Participates in the projects detailed implementation plans (DIP), at the start-up, annual and mid term reviews to ensure gender and accountability responsive project planning
  • Supports definition of areas (and appropriate methodologies) for the She Thrives project’s engagement in all facets of gender, life skills and community service
  • Facilitates the adoption and implementation of gender, life skills and accountability consortium guidelines, manuals, international standards and donor’s protocols into local context
  • Conducts continuous assessment and analysis of targeted household communities’ gender and service seeking situation in She Thrives operational areas to regularly feed into strategy revisions
  • Together with Gender, Governance and Policy Advisor and other staff, ensures project and organisational aspects of gender and implement adequate improvement plans.

Job Responsibility #2 Capacity Building and Technical Assistance: % of Time: 35%

  • Establishes staff and key partner induction and ongoing training processes on gender and community service focused program quality at field office level
  • Conduct capacity assessment and based on the results, prepares plans pertinent to gender
  • Participate in the development and facilitation of trainings for partner and staff development on gender and life skills and community service specific initiatives
  • Develops and implements follow-up coaching plans to sustain staff expertise and commitment to apply new skills
  • Works with the relevant government structures to facilitate gender and community service-related activities and monitoring in the operational areas
  • Participate in the designs of gender and community service assessments, analyze results and write reports at the field office level
  • Designs and supports the community facilitators to promote appropriate community mobilization strategies around gender and accountability
  • Documents and shares lessons/results of gender, life skills and community service work and strategies in She Thrives operational Woreda

Job Responsibility #3: Learning, Networking and Representation % of Time: 20%

  • Keeps up to date with developments in gender and community service initiatives, including best practice in-country, regionally and globally, and ensure ongoing personal development and learning;
  • Explores and participates in networks, gender and community service task forces at the regional, and local levels;
  • Supports in the documentation and use of project gender and community service learning into evidence-based policy influence,
  • Identifies, establishes and maintains productive relationships with like-minded non-government organizations in the region;
  • Disseminates on a regular basis information regarding the project’s gender and community service advocacy work accomplishments among stakeholders, including the government;
  • Organizes and participates in cross-visits
  • Together with the Learning Design and Measurement staff, supports the effort to measure impact and document lessons learned and best practices on gender and community services of the project
  • Represent the project at Region, Zone and Woreda level regarding gender and community service initiatives

Job Responsibility #4: Others: % of Time: 5%

  • Perform other duties as assigned.

 IV. PROBLEM SOLVING (Thinking Environment

While the incumbent will face all three levels of problem-solving, the biggest challenges belong to category number three. The reason for creating this position is to ensure internalization and mainstreaming of gender and work across the She Thrives project, partners and implementation areas. This position requires innovative thinking and the ability to think and communicate broadly and strategically.

Job Requirements

 QUALIFICATIONS (KNOW HOW)

A) EDUCATION/TRAINING

Required:

  • BS/A in relevant disciplines i.e. Social Science and Gender studies, Development studies, and Rural Development, and other related studies

Desired:

Professional training in gender

B) EXPERIENCE

Required: 4 years’ for BA holder and 3 years for Post Graduate years of work experience in:

  • developmental related areas, conversant with adult learning and training of trainers, methodologies, practical experience in women rights/livelihoods programming
  • gender analysis, training and mainstreaming

Desired: 

NGO experience

C) TECHNICAL SKILLS

Required:

  • Firm belief in teamwork, gender equality, transparent and participatory management
  • Sensitivity to different aspects of diversity (cultural, religion) and sensitivity to HIV/AIDS
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies;
  • Training/facilitation skills;
  • Writing skills (for report), proficiency in oral and written English 
  • Computer literacy in MS-Word, Spreadsheet, Microsoft PowerPoint etc

CONTACTS/KEY RELATIONSHIPS 

She Thrives Gender and Accountability Specialist work is expected to build partnering/service provision relationships with grassroots staff, project officers and partners to smoothly run gender, life skills and community service activities in She Thrives implementation areas. S/he will work in close collaboration with Gender, Accountability and Policy Advisor (CCU) and other specialists at the field office level. The Gender and Accountability Specialist is directly supervised by the Gender, Accountability and Policy Advisor.  

VII. LIVING CONDITIONS (FOR OVERSEAS POSITIONS) AND LEVEL OF TRAVEL REQUIRED. 

This position is based in Dilla and Metu with 40% travel to the target community
