Introduction and Background to the Project / Program

  • The Civil Society Support Program Phase 2 (CSSP2) is a capacity development program designed to support the development of Ethiopia’s civil society to “contribute to inclusive and accountable governance; and an improved environment for the promotion and protection of the human rights of all Ethiopians”. To achieve this grand objective, the program has identified three thematic areas (gender transformation, young people and citizen-state engagement) and has taken a human rights-based approach as its key strategic approach. In addition to funding local CSOs, the program provides technical and capacity development support through various means. CSSP2 also works with relevant government stakeholders to build their capacity and create space and platforms for effective civic engagement and learnings.

CSSP2 is funded by the people of United Kingdom, Ireland, Sweden, and Norway. The program is managed by the British Council, in consortium with Pact UK and Social Development Direct. The pogram has established five regional Hubs -at Dessie, Dire Dawa, Assosa, Hawassa and Addis Ababa-reporting to the secretariat in Addis Ababa so as to provide closer support to CSOs.

Engagement is one of the key work streams of the program which aims to facilitate the creation and deepening of an enabling environment for the CSO sector, enhance collaboration between government and CSOs, and strengthen engagement platforms between citizens and state for access to equitable services, and the protection and promotion of human rights. Accordingly, CSSP2 adopts multidimensional, multitiered, contextualized, gendered, inclusive and adaptive strategic approaches. Among others, its media engagement approach is anchored on the realization that media plays a vital role in making positive contributions to fostering accountable and transparent governance, and thus, it’s imperative that constructive relationship is built and strengthened between the media and CSOs. As such, the program aims to map, assess and analyze capacity of various forms of media establishments at community, national, regional, and virtual spaces; nature and scope of relationship with CSOs and their networks, and the role being played by media in the promotion and protection of human rights, and inclusive, accountable and transparent governance. 

The purpose and scope of this RFP and supporting documents is to explain in further detail the requirements of the British Council and the process for submitting a proposal in response to this RFP (“Proposal”).

Job Requirements

Contracting requirements

Contracting authority: the British Council which includes any other companies and organizations that control or are controlled by the British Council from time to time (visit the website).

Delivery location for goods and/or services: Civil Society Support Program Phase 2 (CSSP2) offices in Addis Ababa, at Africa Avenue, Bole Road, next to Ethiopian Skylight Hotel | 6th floor on the SEVITA Building | Addis Ababa | Ethiopia British Council | Comoros Street | Addis Ababa | Ethiopia

Duration: 25 days with an option for an extension for up to an additional 5 days subject to performance and availability of funds

Contractual terms: As set out at Annex 1 (Terms and Conditions of Contract) (“Contract”). By submitting a Proposal, you are agreeing to be bound by the terms of this RFP and the Contract without further negotiation or amendment. Once the Contract is awarded, there will be no changes allowed to the Contract (except in accordance with the provisions of the Contract). Any clarification questions in relation to any aspect of this Procurement Process and the associated documentation should be submitted in accordance with the process set out in paragraph 12 (Clarification Requests). Only changes which relate to the correction of ambiguity or manifest error in relation to the terms of the Contract will be considered and, if necessary, the British Council may, when issuing its response to clarification questions, reissue Annex 1 to reflect such changes. Any proposed amendments received from a potential supplier as part of its Proposal shall entitle the British Council to reject that Proposal and to disqualify that potential supplier from this Procurement Process.

General Policy Requirements

By submitting a Proposal, you confirm that you will, and that you will ensure that any consortium members and/or subcontractors will, comply with all applicable laws, codes of practice, statutory guidance and applicable British Council policies relevant to the goods and/or services being supplied. All relevant British Council policies that suppliers are expected to comply with can be found on the British Council website

How to Apply

Interested consulting firms/service providers are requested to submit all of the following requirements in a sealed envelope to be considered.

  • Letter of Interest, CV, Copies of diplomas, certificates and references of key personnel that may be requested before the contracting;
  • Technical proposal;
  • Complete Supplier Response Form
  • Evidence (references) of experience in undertaking similar assignment from funding agencies/donors;
  • Detail cost of assignment (cost per materials and professional fee/day).
