TITLE: HIV Care & Treatment Advisor (HC&TA) seconded to MOH
Reports to: Regional Director
LOCATION: Addis Ababa, Ethiopia POSITION SUMMERY
Under the guidance of the Regional Director and technical support from the Regional M&E Officer, the Cluster Monitoring & Evaluation Officer support on establishment of systems that enhance collection, processing and use of quality data for program support and reporting.
Major Duties and Responsibilities
- Ensure the site level PEPFAR targets are shared to the HF
- Ensure RHB’s assignment of trained M & E staff at the HF level as required.
- Ensure availability of HIV program M & E tools/formats.
- Provide orientation on M & E framework, tools and reporting.
- Support the HFs to initiate PMT, identify implementation gaps and develop PIP.
- Build the capacity of the HF M&E staff through mentoring and coaching on the data collection, data analysis and interpretation and use
- Strengthen capacity of HF M&E and program staff in source document data quality assurance, report validation and provision of constrictive feedback for all concerned to ensure data quality through regular data quality assurance
- Strengthen capacity of HF MDT in data analysis, comparison with targets, interpretation of the finding to ensure data use for continuous quality improvement through regular data analysis, interpretation and presentation to decision makers
- Support the HFs to instutionalize data use at point of generation:
- Support initiation of analysis of HTS and ART data, including testing by modality, age/sex dis-aggregated data for ART, and linkage analysis
- Support initiation of data capture and reporting on focused program: ICT, PNS, KP service, early ART initiation and RVL monitoring in HFs.
- Assist the HF M&E staff in establishing data quality assurance and feedback system and follow up of data quality actions plan
- Assist the HFs staff in conducting trend analysis to identify and present areas that need focused actions.
- Assist in facilitating timely reporting by HF of complete, accurate and consistent data.
Job Requirements
Required qualification and experience
- BSc Degree in Health informatics or M&E from recognized college/university
- Health background will be an asset
- 3 years related work experience
- Ability to establish and maintain excellent work relationship
- Strong interpersonal communication skills
- Proficiency in written and spoken English
- Basic computer knowledge with ability to use the MS office application.
