REPORTS TO:  Senior Regional Technical Advisor-Tigray; M&E Manager

DUTY STATION: Mekelle, Tigray

PROGRAM: Community HIV Care and Treatment (CHCT)

MINIMUM HOURS OF WORK: 40 hours per week

DURATION OF CONTRACT:   Until September 30, 2021 with possibility of extension depending on availability of funds

 DUTIES AND RESPONSILBILITIES

JOB SUMMARY 

The Monitoring and Evaluation Specialist oversees CHCT program data management in Tigray region. S/he supports the design and development of new tools for data collection, or update the existing tools based on program needs. S/he conducts, co-ordinates, and leads activities of data and service quality assurance, including RDQA and site level supervision visits per the SOP. S/he is expected to collaborate with the regional technical Advisor/program management team and with LIPs on the development, revision, and pilot testing of the M&E tools. The Temporary M&E Specialist actively participates in the capacity building efforts of the community structures and LIPs to strengthen their data collection, analysis, and visualization efforts. In collaboration with the Senior Regional Technical Advisor, MERL& Quality Director, the M&E Manager, and other technical teams, the temporary M&E Specialist will be leading the documentation of success stories, lessons learnt, and other M&E-related activities in all operational sites in the region. In general, the Temporary M&E specialist is expected to strengthen the capacity of LIPs to document, generate, and report evidences tailored to community based HIV prevention, care and treatment services. This position will play an important role in recording, reporting and dissemination of project’s success stories towards achievement of the regional/national “95-95-95” HIV treatment target.

The position holder is expected to work 40 hours per week. The position requires working with multiple partner organizations in addition to PH’s sub-partners in the region. The task requires closely working with the Ministry of Health, Federal HAPCO, Regional Health Bureau, Regional HAPCO, LIPs, community structures and other governmental and non-governmental stakeholders.

 SPECIFIC RESPONSIBILITIES

 Lead regular / scheduled programmatic data collection, data cleaning, data compilation and submission per the SOP.

  • Regularly analyze data and submit reports in accordance with agreed timeliness and as per the USAID reporting requirements
  • Ensure timely submission of monthly and quarterly reports by LIPs/ sub-partners, review their report, provide them feedback and ensure that revision is made as per the feedback 
  • Roll out UDS-related M&E tools, data collection and reporting format to LIPs/ sub-partners and other community level structures as required; 
  • Support the deployment and correct use of the CommCare application system for electronic data capture, data quality checks, and case management protocols;
  • Develop dashboards on Power BI, keep them updated, and share dashboard links with LIPs; 
  • Support the M&E Manager in coordinating all UDS-related data archiving and filing for Project HOPE and UDS implementing organizations including International Partners & LIPs;
  • Provide M&E related trainings, capacity building and technical support to LIPs, NGOs, public facilities, regional HAPCOs'/RHBs and other UDS partner organizations.
  • Support the planning and execution of cross-functional supportive supervision and data quality audits for all LIPs implementing CHCT,
  • With guidance from the MERL Director and/or the M&E Manager, actively participate in data cleaning, aggregation & reporting on monthly, quarterly, semi-annual, & annual bases;
  • Support the M&E team organize, conduct and manage trainings, UDS partners’ forum, review meeting, supportive supervision visits, SIMS visits, RDQA and CommCare deployment;
  • Provide LIPs and the senior regional technical advisors with routine data analysis and feedback;
  • Oversee/conduct/support LIPs to carry out regular Data Quality Assurance (DQA) exercise, including SIMS in all implementation Woredas;
  • Provide technical support to LIPs about the preparation and submission of the HFR to the USAID; participate in OTA meetings or other meetings organized by the TRHB;
  • Conduct monthly routine data quality audit/data verification, provide feedback to LIPs , and prepare regular RDQA reports, and submit to the Senior RTA and M&E Manager;
  • With guidance from the MERL& Quality Director or M&E Manager and in collaboration with CHCT’s technical staff, ensure the implementation, monitoring and evaluation of Quality Assurance and Improvement processes for activities implemented by LIPs.
  • Ensure proper documentation of data and best practices in both hard and electronic copy at all levels;
  • Assist operational researches conducted by Project HOPE and/or LIPs;
  • Assist the M&E Manager and/or LIPs on target setting and result data entry on DevResults & PEPFAR’s DATIM
  • Undertake other responsibilities as assigned by the supervisor or senior management team.

Job Requirements

Education:

  • Bachelor or Master’s Degree in Public Health, Statistics, Demography, Economics or related field.4

Experience:

  • Minimum 7 and 5 years of relevant experience for Bachelor and Master’s Degree respectively.
  • Experience in conducting training on M&E systems and procedures.

Competence:

  • Good interpersonal and communications skills
  • Ability to work effectively in a team and support others in their work
  • Excellent written and verbal communication skills in English.
  • Good time management and organizational skills
  • Familiar with CommCare use and dashboard development on Power BI
  • Demonstrated ability to work independently and with limited supervision
  • Willing to travel extensively within the region
