Job Description

The Senior Gender and Policy advisor reports directly to the Program Coordinator of the Women’s Empowerment through Gender Transformative Opportunities (WE-GO) project. S/he will serve as technical lead of the program delivery unit’s efforts towards quality design and implementation of initiatives that ensure women empowerment and gender equality. The position holder will coordinate gender analysis and lead studies to explore diversified livelihoods and employment opportunities particularly for women and female headed households. S/he will be instrumental in ensuring gender integration to ensure that women benefit from inclusive and gender transformative market opportunities. The advisor will also lead project efforts to introduce key Gender Transformative Approaches for both organizational and programmatic transformation. These approaches include: Social Analysis and Action (SAA)tool, Gender Equity and Diversity (GED), and Outcome Mapping . The advisor leads/conducts standard quality training and produces related guidelines to ensure women empowerment and integration of gender priorities into all technical sectors of the WE-GO project. In consultation with the CARE Ethiopia technical team, s/he will supervise formative research in implementation areas to identify key issues, discriminatory social and gender norms and to make recommendations on how to address gender barriers and challenges. The senior advisor will oversee the integration of gender in CARE and among partners, participate in all monitoring, evaluation and learning events, respond to identified issues and make timely adjustments to implementation strategies as needed. The advisor will also serve as the main contact point for all the partnership communications to ensure that system is created/strengthened for ensuring accountability for gender equality in the agriculture sector by working with the MoA , MoWCY and MoF. 

RESPONSIBILITIES AND TASKS

Job Responsibility #1: Analysis, Strategy, Reporting and Design (time: 40%)

  • Develops gender strategy of the WE-GO project in collaboration with other project staff;
  • Closely follows up and ensure the implementation of strategies;
  • Develops gender sensitive indicators to measure results;
  • Designs concepts, and inputs into problem identification, causal and problem analysis to support operationalization of gender strategies and plans;
  • Actively contributes to Detailed Implementation Plans (DIP) to ensure gender transformative planning;
  • Supports definition of areas (and appropriate methodologies) for the WE-GO project engagement in all facets related to gender equality and women empowerment;
  • Facilitates the adoption and ensure implementation of national gender guidelines, international standards and donors protocols;
  • Supports partners and the consortium in developing or operationalizing a gender framework.
  • Support the gender analysis work; ensure that social norm diagnostics and progress markers as baselines are integrated in the gender analysis work.
  • Ensure that the gender analysis results inform the project design and implementation
  • Ensure the gender-sensitivity of other sectoral assessments, the baseline, mid-term and endline assessments

Job Responsibility #2 Capacity Building and Technical Assistance (time: 35%)

  • Establishes staff and key partners induction and ongoing training processes on gender focused program quality;
  • Conducts capacity assessment and based on the results, prepares plans and advises project delivery unit on key learning competency and skill requirements in staff and partners pertinent to gender;
  • Leads the development and facilitation of trainings for partners and staff development on gender specific initiatives;
  • Continuously updates staff and partners on emerging gender issues to enhance and sustain conceptual clarity and awareness of partners and others’ best practices;
  • Participates in the selection of and support to external, temporary technical assistance (consultants, interns) as required;
  • Works with the MoA and other relevant government structures to facilitate gender -related activities and monitoring in the operational areas;
  • Designs and leads gender surveys, analyze results and write reports;
  • Develops and facilitates the adoption and translation of training curriculum/manuals, modules and technical assistance methodologies;
  • Advises and helps promote appropriate community mobilization strategies around gender;
  • Documents and shares lessons/results of gender work and strategies in Livelihoods for Resilience.
  • Lead staff transformation sessions with project teams and support the staff transformation work of project partners, including government partners.       

Job Responsibility #3: Learning, Policy Implementation, and Networking (time: 20%)

  • Focuses on ensuring the implementation of the MoA’s Gender Equality Strategy by the prioritized units and directorates
  • Provides backstopping to the WCYAD of the MoA as needed
  • Keeps up to date with developments in gender initiatives, including best practice in-country, regionally and globally, and ensure ongoing personal development and learning;
  • Explores and participates in networks, gender task forces at the national, regional, and local levels;
  • Supports the translation of gender learning into evidence-based lessons to influence policies;
  • Identifies, establishes and maintains productive relationships with like-minded non-government organizations;
  • Provides linkage support to networks with other organizations working on gender issues;
  • Disseminates on a regular basis information regarding the project delivery unit’s gender accomplishments among MoA and its stakeholder;
  • Organizes and participates in cross-visits within the project delivery unit and with other organizations;
  • Together with the Learning Design and Measurement (LDM) Advisor, supports the effort to measure impact and document lessons learned and best practices.

Job Responsibility #4: Representation and Others (time: 5%)

  • Participates in different gender related task forces and working groups within CARE, MoA, MoWCYA and outside as needed;
  • Represent CARE and/or WE-GO project professionally when delegated/authorized;
  • Perform other duties as assigned.

        PROBLEM SOLVING (Thinking Environment)

The reason for creating this position is to ensure internalization and mainstreaming of gender across WE-GO project partners and implementation areas. The incumbent must use interpersonal skills to choose the right strategy to address a given problem and also has to deal with variable solutions, which need analysis, problem definition and development of alternative solutions. This position requires innovative thinking and the ability to network and communicate broadly and strategically.

Job Requirements

QUALIFICATIONS (KNOW HOW)

EDUCATION/TRAINING

Required:

  • BSc/A in relevant disciplines i.e. Social Science, Gender, Rural Development and other related.

Desired:

  • MA/Sc degree in Gender, Anthropology, Sociology, Developmental Studies and professional training in gender or related fields.

EXPERIENCE

Required: 

  • at least 6 years of work experience in:
  • Developmental related areas, conversant with adult learning and training of trainers, methodologies, practical experience in women and livelihoods programming. 

Desired

  • NGO experience
  • Experience working with MoA/ MoWCYA
  • Planning food security and development projects
  • Policy advocacy

TECHNICAL SKILLS

Required:

  • Gender analysis, interpretation and mainstreaming
  • Firm belief in teamwork, gender equality, transparent and participatory management
  • Sensitivity to different aspects of diversity (cultural, religion) and sensitivity to HIV/AIDS
  • Contextualizing and monitoring indicators of transparency, accountability and participation of poverty eradication processes (Sustainable development goals)
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies
  • Analytical, training/facilitation skills;
  • Action learning/research methodologies
  • Writing skills (for report and strategy documents), proficiency in oral and written English 
  • Computer literacy in MS-Word, Spreadsheet, Microsoft PowerPoint, etc.

 CONTACTS/KEY RELATIONSHIPS 

 The Senior Gender and Policy Advisor (SGPA) work is expected to build partnering/service provision relationships with partners and field offices to smoothly run gender activities of for WE-GO Project implementation areas. S/he will work in close collaboration and actively coordinate with the consortium members. The SGPA is directly supervised by the Program Coordinator.

LIVING CONDITIONS (FOR OVERSEAS POSITIONS) AND LEVEL OF TRAVEL REQUIRED. 

This position is based in Addis with 40% travel to field, which requires overnight trips out of Addis.
