The purpose of the Senior Capacity Building Advisor is to serve as a lead in identification of capacity gaps and designing capacity development trainings/workshops/coaching opportunities to both CARE and MoA staff responsible for the implementation of Women’s Empowerment through Gender Transformative Opportunities (WE-GO) project. S/he will be also responsible for ensuring the quality of the capacity building initiatives to project participants at the community level. As Senior Capacity Building Advisor of the project, the incumbent is responsible for overall planning, preparing budget, ensuring quality implementation and coordination of the project’s capacity building activities. S/he will also coordinate the capacity building activities amongst CARE Ethiopia projects, partners and government institutions to make them better responsive to gender equality. To this effect, the incumbent directs and coordinates the capacity need assessment, development of capacity building strategies and plan and provides technical support to the implementation team. S/he works in close partnership with thematic leaders and specialists, taskforce members, community groups as necessary, and other partners of CARE Ethiopia and Ministry of Agriculture’s (MoA) to identify capacity building needs, and plays lead role in developing and executing capacity building activities to targeted community, civil society and government institutions; and contributes to builds CARE Ethiopia’s capacity to gender transformative programming. S/he also participates and contributes in regular WE-GO project technical and management meetings and evaluation/assessment activities, research and documentation. Likewise, the incumbent also works with project staff and partners to ensure common approaches and best practices are applied in all components of the project.
RESPONSIBILITIES AND TASKS
Job Responsibility #1: Project Planning, Managing and Coordination (40% of time):
- Ensuring proper project capacity building planning and budgeting, guide implementation of activities and monitor the same.
- Ensuring the development, management, and implementation of skills training program of We-GO in collaboration with thematic leaders within CARE and the project.
- Coordinating with the WCYAD and Markets Directorate to organize cascading plan for federal and regional level tiers.
- Developing an integrated capacity building tool kits (including curriculums, modules, guidelines) to enable the achievement gender integration within the ministry’s current and future staff trainings.
- Catalyzing and working with the ministry’s training/in-service and A-TVETs for scaling impact and adopt the use of technologies towards the capacities needed for the operationalization of the GESA.
- Ensure capacity strengthening of the ministry’s, CARE’s and other Partners’ staff as well as project participants on core Gender Transformative Approaches including; Social Analysis and Action (SAA), Gender Equity and Diversity (GED), Farmer Field and Business School(FFBS) and Outcome Mapping.
- Managing, designing, developing, coordinating and conducting all training programs
- Collaborating with the Senior Gender and Policy advisor for ensuring the implementation of periodic staff transformation sessions both at the ministry and at CARE
Job Responsibility #2: Learning, sharing, documentation and networking (30% of time)
- Ensure that pre-and post-capacity development assessments are part of each capacity development events. And use findings from such monitoring assessments to inform monitoring reports;
- Collect, document and share lessons/results of the implementation of capacity building processes;
- Ensure that the lessons documented from the project are disseminated within CARE, partners’ structure and other relevant bodies;
- Organize and facilitate the knowledge sharing forums on capacity building;
- Contribute to the preparation of communication products on capacity building interventions and impacts;
- Build the capacity of partner organization staffs in technical and programmatic issues pertinent to the project.
- Keep up to date with best practices and knowledge and ensure those knowledge/learning are integrated in the ongoing program implementation;
- Promote synergies and linkage between the WE-GO project and on-going projects in CARE Ethiopia, government and civil society programs on issues related to capacity and institution building for gender equality and social justice.
- Liaison with research and academic institutions for generating project learning and sharing experiences for gender equality and social justice,
- Coordinate the preparation of position papers and organize different forums for dialogue and interaction within WE-GO and MoA stakeholders and other relevant institutions on capacity building;
- Establish and maintain productive relationships with all partners at all levels;
- Work with various units, internally and external to integrate and scale up good practices;
Job Responsibility #3: Monitoring, Evaluation and Reporting (20% of time):
- Contribute to the development/improvement of monitoring and evaluation as well as documentation and sharing of lessons across projects and/with other partners;
- Work with monitoring and evaluation staff to establish and ensure a functional monitoring and evaluation system
- Develop and execution the M&E plan on capacity building activities;
- In collaboration with the M&E team, promote a system that enhances quality engagement of beneficiaries in M&E exercises;
- Produce period monitoring and evaluation and briefing reports;
- Maintain up to date M&E data and capacity building related information;
- Track the effectiveness of capacity building interventions;
- Actively participate in WE-GO project, evaluation and assessment exercises;
- Assist in the design and implementation of monitoring and evaluation functions,
- Actively participate in WE-GO project technical working meetings.
Job Responsibility #4: Coordination and Harmonization (10% of time):

All the three levels of problem solving apply to this position. But category numbers two and three are most applicable to this position because the Senior Capacity Building Advisor must use interpolative skills to pick and choose the right strategy to address a given problem and also has to deal with variable situations, which need analysis, problem definition and development of alternative solutions.

EDUCATION
Required:
- BA Degree in Social Sciences, Management, governance, Development Studies or
Desired:
- MA in Development studies, Business management, governance, M&E, sociology, or related field
EXPERIENCE:
Required:
- 5 -7 years of experience in training materials development, training design, facilitation, and capacity building.
- Ability to Design and Implement Capacity Strengthening Initiatives on Gender Transformative and Market based approaches in Agriculture Programming.
Desired:
- Some background in the key result areas of the program design, e.g. organizational capacity development, women's empowerment
- Ability to think strategically about capacity and institutional building as a process, about strategic development of
- Knowledge on preparation of M&E and learning, measurement.
- Proven facilitation skills to ensure quality reflection and analysis in workshops
TECHNICAL SKILLS
Required:
- Computer skills (Word processing, database management); data analysis
- Excellent written and verbal communication in English Language;

WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED
This position is located in Ethiopia and requires 30% of travel to partners and operational areas.
