JOB SUMMARY:

In today’s complex business environment, an organization’s adaptability, agility, and ability to manage frequent change through responsive mechanisms are key to success. The business analyst is expected to be mindful and attentive to such trends and to provide support to the senior finance manager and DCD Operations to ensure the CO is benefiting from technological advancements and new and improved ways of doing business.

In light of this, the CO business analyst is expected to provide analysis based on business data to inform decision making in relation to resource management at CARE Ethiopia. While all other sub units of operations focus on production of data, this position will assist in producing data based on learning complemented by financial analysis and reporting for overall CO performance.

The business analyst is also required to conduct multi annual budget analysis to highlight CO financial viability and inform timely decisions related to changes required in CO structures or processes. The position is also required to make sure that there is an alignment and continuous synchronization of budget data among the various budgeting exercises in the CO (e.g. board approved budget, Donor approved budget, new proposal development and the application of CARE’s budget fair share policy).

RESPONSIBILITIES AND TASKS: 

IRESPONSIBILITIES AND TASKS

Responsibility #1: Budget Management and Financial Analysis (40%)

  • Lead the overall preparation and periodic updates of the CO master budget. Liaise with SSC, various CO units and RMU for the timely and accurate completion of the CO master budget. 
  • Undertake the multiyear analysis on SPCs to ensure essential support services incurred to implement all projects and programs are budgeted and recovered effectively using the shared program cost (SPC) method in compliance with donor rules and regulations.
  • Assist in the budget development for new proposals and to ensure that SPC budgeting is completed as per the multiyear analysis on SPC.
  • Review monthly FAR reports from SSC; ensure that all open items and issues in the report are timely addressed and represent CO Finance in the overall communication with SSC. 
  • Proactively identify and recommend opportunities to increase revenue, decrease costs, gain efficiencies, improve internal controls or improve operational capabilities.
  • Conduct desk reviews for Office locations from time to time, identify and monitor critical issues with significant inaccuracies and potential accounting shortfalls.
  • Provide business analytics around improved asset management, revenue generation and outsourcing of key functions.

Job Responsibility # 2: Financial Reporting (25%)

  • Coordinate the overall CO audits (not donor audits and reporting): CARE USA financial statement audit, CARE USA USG single audit, statutory audit and represent finance in the process of such audits.
  • Provide sample documents for these audits to all concerned units in the CO; review and make sure that they fulfill the documentations requirements; assist the senior finance manager in the sharing of these documents to the auditors for remote audits.
  • Liaise with internal audit for follow up and timely closing of audit action items.
  • Liaise with commodity management unit of the CO to ensure that commodity costing, documentation, monitoring, and reporting are as per the CO commodity management guidelines and relevant manuals.
  • Maintain a reporting calendar for government reporting (federal, regional, zonal, woreda); ensure that all these reports are submitted as per reporting schedule and in compliance with financial data from CARE’s accounting system.
  • Manage the COs periodic reports to RMU (COMFORT, Dashboard, etc… ).
  • Review VAT reports to donors; follow up on VAT tracking system of the CO. Responsible for annual VAT reporting to Donors.
  • Ensure that all financial data, reports, statistics, schedules, legal documents, field visit reports, financial monitoring reports, certifications, sub grantees records, etc. are maintained in shared folders as per the filing protocol of the CO and CARE USA award and documentation policies. Follow up with all finance staff for timely uploading of data to share point.

Job Responsibility # 3: Proposal Development (15%) 

  • Participate in new proposal development processes with emphasis on costing, flexible structures and cost effectiveness.
  • Compile data on cost centers (offices, vehicles, staffs, etc.) and produce reports on costs per cost centre so that senior management have an insight and comparison for cost reasonableness.
  • Ensure that CO support staff are budgeted as per the full cost of doing activities principle of the CO; analyse and flag funding gaps for CO support staff.
  • Represent finance in the budget development for new proposals and ensure that SPC budgeting is completed as per the multiyear analysis on SPC.
  • Maintain a database on pricing and costs so that new proposal developments are supported with updated pricing information; produce costing standards for performance measurements and consistency of practices throughout the CO.

Job Responsibility # 4: Process Improvements (10%) 

  • Coordinate with all units of finance to assess and log operational bottlenecks and system flaws and propose process improvements for operational efficiencies.
  • Assist the Senior Finance Manager on the roll out/cascading of new processes and systems and provide orientations and/or training on the same to all concerned staff.         

Job Responsibility # 5: Capacity Building (10%)

Assist in field visits to undertake supportive supervision on financial documentation, analysis, and reporting.

Assist the Senior Finance Manager on the provision of training to budget holders and finance staff.

Provide surge support in head or Field offices as required.

But category numbers two and three are most applicable to this position as the CO Business Analyst must use interpolative skills to pick and choose the right strategy to address a given problem and also has to deal with variable situations, which need analysis, problem definition, and development of alternative solutions

Job Requirements

QUALIFICATIONS (KNOW-HOW)

  • BA Degree in Finance, Accounting or equivalent combination of education and work experience.
  • 5 years job-related experience in an NGO

Desirable

  • A professional accounting qualification either CPA or ACCA
  • Very good communication and presentation skills
  • Well organized, able to work independently, ability to act in a professional and ethical manner.
  • Very good skills in computer applications, especially advanced use of excel for financial analysis, business intelligence, and reporting.
