ORGANIZATIONAL CONTEXT

These roles are likely to be found in Jijiga Area Office. Job holders report to the Head of Security in the Country Office.

JOB PURPOSE

The security officer will be under the day-to-day supervision of the Head of the Security Unit. He will advise the Heads of Area Office (AO) and Sub Offices in Jijiga, Dire Dawa, Adama, Dessie, and Semera and will be overall responsible to the Head of Security for WFP in Ethiopia for the safety and security of WFP staff members and assets and with the primary task to ensure that the WFP operation and programs in the Oromo, Somali, Amhara, and Afar Regions can continue in the safest possible manner in compliance to the security and safety policies of WFP and the UN.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Be conversant and have a good understanding of the WFP and UNDSS security management procedures and ensure that they are applied, implemented, and enforced.
  • In consultation with the WFP Head of Security for Ethiopia, the head of Area Office in Jijiga, and the Heads of Offices in the Oromo Region, establish local security procedures and SOPs to ensure the safety of WFP staff and assets.
  • Periodically review the implementation of SRM/RSM compliance in the WFP compounds and by the staff members and report any deficiencies or shortfalls for immediate action.
  • Conduct area security assessments following insecurity, incidents/accidents to ensure the continued smooth operation of WFP in both Oromo and Somali Regions and forward a detailed report to the Head of Security in Addis Abeba for further comments/advice to the CD.
  • Oversee the performance of the Security guards at relevant AO/SOS to ensure that they adhere to the task of providing the security services to WFP as stipulated in their contract.
  • Ensure timely reporting of any security incidents and/or information that may lead to an incident that can negatively affect WFP operation in the area of responsibility.
  • Prepare and submit weekly reports promptly covering the security situation and incidents in his/her area of responsibility.
  • Provide timely advice to staff on the changing security situation and incidents in the regions which he is covering.
  • Conduct security briefing to new arrivals and official WFP visitors.
  • Respond to any security incident or accident involving any WFP staff, partner, vehicle, or asset and prepare and send out Security Significant Report (SIR) immediately.
  • Keep the WFP staff abreast and updated with the daily security situation and incidents.
  • Ensure that WFP tracking procedures for field missions are implemented and strictly followed.
  • Liaise closely with the UNDSS FSCO/LSA for Oromo, Somali, Afar, and Amhara Regions and with the Local Security Authorities for advice, guidance, and information sharing
  • In consultation with the Head of Security, conduct necessary staff training for Security and Safety Awareness.
  • Perform any other security duty as approved by the Head of Security/Country Director for Ethiopia.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant fields, or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted instead of the First University degree.

Experience: Six years or more experience with solid, responsible, and relevant work experience in security management. 

Language: International Professional: Fluency (level C) in English language.

  • Has contributed to the development of systems and tools for the monitoring and assessment of security situations in line with innovative methodologies and best practice
  • Has provided support in the provision of technical security operations advice to strengthen the security management function of WFP
  • Has managed small teams of national staff with related areas of expertise
  • Has developed some experience managing resources in the STLDU or Operations
  • Has gained considerable experience in at least one operational area
