ABOUT THE POSITON:

The function of this position is to ensure that GOAL Ethiopia is compliant with all GOAL, Donor and Government rules and regulations. The person will work across all departments including programs, finance, logistics and HR. In liaison with Compliance Training and Sub-grant Manager she/he will be responsible to manage sub-grantees/partners as well as facilitation of training to GOAL and partner staff. She/he will also be responsible to maintain GOAL Ethiopia hard and soft copy grant files centrally. 

The role is based in GOAL’s Head Office but requires travel to GOAL and partner field sites.

KEY AREAS OF ACCOUNTABILITY/DUTIES:

  • To ensure current internal control systems are in place and are Donor and GOAL compliant.
  • Conduct the bi-annual donor compliance spot check and prepare the quarterly report to be submitted to HQ with the given deadline (July 31st and January 31st of each year). This includes a review of sample documents from Finance, HR, Program, Logistics, Procurement and communicate the issues for the relevant staff/department for corrective action.
  •  In collaboration with Deputy Head of Compliance and Internal Audit, provide technical support or create awareness to all departments/staff in relation to donor compliance issues.
  • Maintain GOAL Ethiopia hard and soft copy grant files centrally. Ensure all donor files have a final signed copy of contract, amendments, project proposal interim and final report etc.
  • Ensure appropriate grant file management system is in place and are well maintained in accordance with GOAL and donor requirements. Improve as necessary in liaison with Deputy-Head of compliance and internal Audit.
  • In liaison with the Compliance Training & Sub-grant Manager she/he will be responsible for the management of partners/sub-grantees.
  • In liaison with the Compliance Training & Sub-grant Manager she/he will be responsible in facilitating training to GOAL and partners staff.
  • In liaison with the Donor Compliance Manager, she/he will be responsible for organizing of grant management meeting.
  • Provide response for staffs at HO and field level for compliance quires they have during programme implementation.
  • In liaison with Deputy Head of compliance and internal Audit, devise checklists for department heads to demonstrate that all donor compliance requirements are being met.
  • Conduct compliance visits to field locations meet various department staff and providing training on donor compliance issues as per the need - on these visits observe GOAL/Donor compliance visibility requirements.
  • Prepare and update grant follow up tracker and government reporting schedule.
  • Undertake any other tasks as requested by the Deputy Head of Compliance and Internal Audit and Head of Compliance & Internal Audit. 

Job Requirements

Desirable qualities, skill and Competencies:

  • Proven experience working on projects funded by USAID/OFDA, ECHO, EHAF, Irish Aid etc.
  • Excellent writing and spoken communication skill in English
  • Familiarity with program design, including log frame, budgeting and grants/report writing
  • Excellent communication and organizational skills, ability to determine priorities and giving attention to details is a must; ability to manage/work along with professional people from operation and finance backgrounds
  • High – level skills in MS office application soft ware
  • Ability to analyses and synthesize a variety of materials in a fast – paced environment
  • Ability to work on their own, a self-starter with high energy levels and the capability to work within a multi-cultural team
  • Willingness to occasionally travel to the field
  • Gender sensitive
