Role and responsibilities
The purpose of the FSL Project Manager is to design, develop and implement the Livelihood and Food Security Core Competency programme in NRC Ethiopia, Shire. NRC in Ethiopia has been implementing projects in Food Security in Shire in response to the Eritrean refugees and now for IDPs The programme has so far consisted of cash transfer support to People affected y displacement, training on agronomic practices, provision of agricultural inputs, creating income-earning opportunities (savings systems and support to small-scale businesses) as well as market and value chain assessments. NRC is planning to expand and diversify its programme to reach more people in need, invest in resilience programming and reach for multi-year funding.
The following is a brief description of the role.
Generic responsibilities
- Line management for project staff
- Adherence to NRC policies, guidance and procedures
- Contribute to the development of Country, Area and CC strategies, initiate and participate in the development of relevant CC projects
- Coordinate and manage CC (X) project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
- Implement technical direction and ensure high technical quality of projects
- Provide regular progress reports to the Area Manager and the CC Specialist
- Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
- Develop and manage project budget (in cooperation with Cs) and coordinate across CCs
- Ensure capacity building of project staff and transfer key skills
- Liaise and collaborate with relevant local authorities and other key stakeholders
- Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities
- In close consultation with the Program Manager and Area Manager and with technical input from Technical Specialist, prepare work plans and budgets for all activities in the programme portfolio and monitor their progress on regular basis; ensure strategic direction of project operations, overall day to day management and delivery of LFS project components.
- Ensure high quality and timely delivery of project outputs and ensure value for money in all contexts: emergency, early recovery and development
- Ensure timely and adequate reporting, provide regular inputs to indicator tracking, situational reports and Annual Reports in line with NRC procedures and guidelines
- Prepare high quality project documents and proposals, strategies, concept notes; encourage staff participation in the preparation. Provide the technical and managerial inputs to proposals and work closely with finance to ensure the budget is appropriate.
- Support overall resource mobilization for the LFS CC in Shire Area Office
- Empower host community, IDPs and refugees to participate in sustainable recovery and development of their social, economic and durable solutions.
- Promote integration of LFS with the other NRC core competencies (education, shelter, Information Counselling and Legal Assistance and WASH) and ensure application of cross-cutting issues in LFS interventions; ensure issues such as gender, protection, environment and others are built into the design, implementation, and monitoring and evaluation of the LFS program.
- Support advocacy efforts of NRC related to livelihoods and food security issues in Shire Area Office.
- Engage in the process of developing NRC’s new Livelihoods & Food Security strategy and new tools and other technical material as required, in consultation with the Regional and Global LFS Advisers.
- Participate in internal and external (coordination) food security and livelihood-focused meetings, representing NRC at cluster and Working Group Meetings.
- Build strong relationships with relevant government bodies Zonal Administration), donors and other partners.
- Ensure strong donor compliance, ensure monitoring and evaluation (M&E) and quality control procedures are understood and entrenched in all LFS projects; raise challenges and issues faced at the field level to Program Manager and Area Manager; be open to adapting activities where necessary or when the need arises.
- Facilitate knowledge building and knowledge sharing in LFS team
- Document program learning and incorporate analysis and lessons learned into future LFS strategy, proposals and planning
Job Requirements
Generic and specific professional competencies:
- Bachelor’s degree in Agriculture, Economics, Nutrition, Environmental studies, or relevant courses.
- Masters level is desirable
- Minimum 5 years of relevant experience in a senior level project design and implementation position in a humanitarian/recovery context
- Technical expertise in emergency and longer term food security programming including cash based programming and sustainable agriculture approaches.
- Experience in the development and/or implementation of integrated livelihoods and/or resilience programs, including integration with other sectors and preferably with recent experience in local economic development (long term income generation and micro-finance)
- Proven experience in project and program management with NGOs, related institutions or donor agencies
- Experience working with host communities and refugees/displaced persons and with a range of stakeholders
- Demonstrated experience in designing and leading assessments, and using the data to inform program design and adaptation
- Experience in policy analysis, advocacy, as well as working in consortia is desirable
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal
- Context/ Specific skills, knowledge and experience:
- The candidate should have experience in designing projects that target IDPs and refugees with a key priority to bridge the gap between humanitarian assistance and development, with a focus on creating resilience and sustainable solutions geared at enhancing self-reliance among refugees and host community. The candidate should have sound programming experience in different phases (emergency, recovery and development) and the proven ability to effectively manage and build the capacity of a team of staff in scattered locations.
