About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where Nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.

Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are: BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA and others.

General Assignments / Scope of the Role:

Manage the logistics at a national level, bring technical support, and organize capacity-building activities for the entire logistics team.

The Logistics Head of Department role’s purpose, engagement and deliverables are:

Purpose

To lead the department for implement the logistics policies in the mission to ensure good logistical performance and provide the best possible support to procurement, fleet teams and build the capacity of the team.

Engagement

The Logistics Head of Department will have regular communication and coordination with Head of Departments Filed coordinators and Program Managers. The person closely works and collaborates with the Finance Head of Department, Operations Director and other senior team members.

Externally, the person works closely with the other member organizations, Potential suppliers, contractor’s local NGO, Security focal persons and INGO to build an effective network for the mission.

Delivery

Deliver comparable and quality outputs to contribute substantial works to program goals and maintain reputation for quality and reliable through provision of services consistently and in keeping with policies and principles of the organization.

 Essential job duties

Manage the strategic and operational logistics at national level

  • Participate to the design of the global country strategy
  • Define the logistics country strategy
  • Define and follow the logistics organisation of the mission: chain of supplies, management of all equipment’s, Communication, rehabilitation ;
  • Define and plan the logistic needs: work out the financial plan, check the purchasing forecasts for the bases, plan and manage the logistics budget lines, check and analyse the expenses;
  • Implement and standardize logistic procedures as defined in the Kit log latest version;
  • Define additional logistic procedures if necessary;
  • Liaise with headquarters and other departments concerning logistic aspects.
  • Bring technical support in all aspects related to logistics

Ensure the implementation and respect of the security standards

  • Define the security plan at the national level, have it approved by the Head of mission and transmit it to headquarters;
  • Update the national security plan as often as necessary;
  • Bring technical support in the creation or update of the security plans for each bases;
  • Put in place standardize security follow-up tools in order to collect information about the context;
  • Brief all expatriates, national key staffs and visitors security rules at national level;
  • Participate in managing crisis incidents under the supervision of the Head of mission. 

Monitor and evaluate logistics and security aspects at national level

  • Monitor and evaluate the good implementation of the logistics country strategy
  • Monitor and evaluate the good implementation of the logistics procedures
  • Monitor and evaluate the good implementation of the security standards and plans
  • Control the consistency and updates on the security plans
  • Conduct internal audits on each base

Human Resources management and capacity building:

  • Participate to appraisal interviews of the logistician base on technical aspects;
  • Foresee the HR needs in logistics;
  • Identify capacity buildings needs for the logistics teams;
  • Identify capacity building needs for any staff on security aspects;
  • Participate in the design of the annual training plan;
  • Organize training and workshops.

Represent Action Against Hunger when liaising with partners:

  • Represent Action Against Hunger when dealing with partners and official authorities;
  • Participate in the logistics cluster;

Write proposals and reports

  • Define the logistic implications in the « proposals » ;
  • Lead the PPP creation for each new « proposals » ;
  • Define the security implications in the « proposals » ;
  • Compile and consolidate the logistic reports of the bases and the capital: activity report, stock report, donations in kind, cost of vehicles, list of equipment’s, logistic organization chart, security plan;
  • Participate with the coordination team in writing donor reports on the logistics aspects

Supervisory Responsibilities

  • Deputy Logistics Head of Department, Roving Logistics Manager and Fleet & Premises Manager

Physical Demands

While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Working Conditions, Travel and Environment

The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required and in line with Labor Law.

Must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases. 

Job Requirements

Required Qualifications and Professional Experience

MA or BA Degree in Supply Chain and Logistics Management/Business Administration or equivalent field of studies. 10 years related experience in an INGO or similar environment including experience with Security Management

  • Good analytical skills with ability to positively influence cross departmental and cross sector working.
  • Strong results orientation, with ability to meet deadlines and produce high-quality products.
  • Strong cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Fluency in English (business level), both verbal and written
  • Knowledge of Amharic language a plus
