Job Description

OVERALL RESPONSIBILITIES:

The Contracts, Grants, and Budget Officer is responsible for assisting in monitoring overall financial, contractual, and budget management of the USAID Eliminate TB Project. The key role includes meeting the project cost-share requirement, prepare trainers’ contract agreement and running excluded party list system (EPLS) and related checks, spot checks of procurements and events, review subcontractors and subgrants invoice, advance requests and financial deliverables to the successful implementation of the project in compliance with USAID and MSH policies and procedures. 

SPECIFIC RESPONSIBILITIES:

  • Assist the Director of Finance and Operations in reviewing, procurement, contracts, grants and financial settlements documents for accuracy, proper documentation, and compliance to MSH and donor rules, regulations, and policies.
  • Assist the Director of Finance and Operations in monitoring, overall budget, annual, workplan, central and regional budget, obligated fund, and pipeline.
  • Review financial payments to make sure that they are properly documented, and making sure all expenditure is accurate, allowable, allocable, reasonable.
  • Prepare payment vouchers, cash deposit vouchers, and journal vouchers in accordance with MSH policies and procedures, if delegated.
  • Work closely with the Director of Finance and Operations to comply with the project cost-share requirement, in planning, capturing, organizing documentation, get approval from relevant offices and prepare documents for booking on the relevant system.
  • Assist in preparing trainers or consultant contract agreements, making sure appropriate procedures are followed, contract and donor requirements are completed.
  • Review regional and central office fund requests, making sure that the planned expenditures are as per the approved work plan and enough budget is available, allowable, allocable, reasonable, and timely.
  • Review the scanned and uploaded regional and central office accounts on QuickBooks and scanned copies, checks for completeness, timely, accurate, and with proper accounts and project code, with proper complete documentation.
  • Support on sub-grant management, in following up of timely submission of invoices, reviewing invoice; track fund balance, obligated fund, and conduct pipeline analysis and contractual correspondence as appropriate and if delegated.
  • Maintain proper filing system for all necessary project-related financial documents related to subcontracts, subgrants, trainers, monthly fund requests, cost shares, financial analysis, and related correspondences.
  • Conduct a periodical on-site review of local sub-grantees and sub-recipients as appropriate.
  • Conduct periodical spot checks of procurements and events (meetings, workshops, and training), hotels, travel routes as appropriate and report to the Director of Finance and Operations and the Chief of Party for each spot checks activity.

Job Requirements

  • Bachelor’s degree in Accounting, Business Administration, Finance Management or related field from a recognized university.
  • A minimum of six years of experience in similar responsibilities in an international organization.
  • Previous experience in USAID-funded projects of similar nature, and good knowledge of USAID rules and regulations.
  • Experience in working with local partners in sub-contracting/granting.
  • Excellent interpersonal skills demonstrated ability to interact professionally with a culturally diverse staff, clients, and consultants.
  • Ability to work independently, take initiative, and able to meet deadlines with attention to detail and quality.
  • English and local language fluency including business terminology required.
  • Good computer skill in Microsoft office suite application, and familiar with QuickBooks accounting software
