Job Description

Accountabilities and MAIN WORK ACTIVITIES

Overall Camp, Program Management & Coordination

  • Responsible for oversight and management of all sector officers and national staff in all sectors.
  • Report on Camp Management issues to the Plan Emergency Response team and the local authorities through weekly assessments
  • Effectively coordinate with key partners namely UNHCR, UN Agencies and other NGOs
  • Establish effective mechanisms for the participation of camp residents – in particular children – in decision making on camp life
  • Ensure the delivery of all camp activities in accordance with Sphere and HAP standards
  • Establish complaint mechanisms that enable camp residents to raise concerns on relief and camp activities
  • He/she works in close collaboration with the Programs Coordinator and Office on Child Protection, Education and youth program, the quality of activities, and reporting obligations.
  • He/she have more of operation and liaising/representation function at camp level and have a monitoring role to ensure all officers are leading the implementation of the activities as per their DIP & weekly Plan..

He/She contributes to data collection on safety issues in his/her field of operations and disseminates them to the Program Operation Manager / ERM  or identified Security Focal Point regularly or on an ad-hoc basis if urgent.

  • Strengthen communication and coordination with other humanitarian service providers and establish a referral mechanism with them
  • Supervise all contracts and services related to construction, camp maintenance and infrastructure, and other related services, in collaboration with construction supervisor and program Operations Manager
  • Supervise all distributions of NFIs to camp targeted population, taking maximum care to ensure accountability.
  • Coordinate and integrate with all activities by all humanitarian partners to avoid duplication and monitoring that protection considerations are mainstreamed in all sectors.
  • The Camp Coordinator is responsible for the management of program activities and operations in the camp, and logistics related to the management of the camp and actively promotes the participation of target population and Children in the camp.

Monitoring Systems

  • Design reporting systems for weekly and monthly reports to ensure accountability to camp residents and other stakeholders
  • Ensure high quality project reports are submitted timely in order to track progress, measure impact, enhance accountability and inform future programming according to UNHCR and ARRA requirements.
  • Ensure full compliance with reporting systems and review of all information gathered
  • Ensure adequate monitoring mechanisms are in place in collaborated with M & E to review impact of the each sector progress against implementation plans
  • Ensure adequate reporting and effective information sharing amongst all partners including program officer, sector leads, Program Operation Manager and ERM, disaggregating data by age & gender

Representation

  • Ensure PIE’s strong representation in the camp coordination meetings and platform  
  • Organize and facilitate the donor mission, monitoring agencies and line-minded organization learning and experience sharing visit.
  • Liaise with local authorities, Refugee Central Committee, and other community structures regularly and ensure the representation.

Human Resources

  • As necessary, recruit of a team of staff to run Camp Management activities;
  • Orient, train, and coach camp management staff as necessary;
  • Manage the performance of the camp management team in all aspects of the work with special emphasis on child protection, Education and Youth Program.
  • Co-ordinate staff activities and ensure staff share resources where possible.
  • Encourage skills transfer from international staff to national staff.
  • Ensure staff safety measures are adhered to all the time by staff in collaboration with the security focal point.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
  • Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Job Requirements

  • Knowledge of international standards notably SPHERE and the Red Cross/ NGO Code of Conduct
  • Good understanding of emerging international humanitarian issues and aid effectiveness
  • Good understanding of the external operating environment including government policies, strategies, guidelines and operating procedures in managing programs composed of Protection, Education, YEE, WASH but also other  under 5 nutrition program in the country
