Internal/External Vacancy Announcement

Position:  Humanitarian Response Director

Duty Station: Mekelle, Tigray 

Duration of Contract:  One-year contract (with 60 working days probation period and possibility of extension)

Job Summary

  • Represent FH within the international humanitarian community in Tigray Region of Ethiopia. Oversee all elements of the emergency response program in that region, and lead response efforts. 
  • Principal Responsibilities

Key Result Area #1: Strategy and program design

  • Coordinate with Country Office (CO) and FH/RHA (Relief and Humanitarian Affairs) in the implementation of existing humanitarian projects;
  • Coordinate with CO and FH/RHA to refine and adapt response strategies into transformational relief strategies that are ready for handover;
  • Coordinate rapid needs assessments;
  • In coordination with applicable stakeholders, develop and propose appropriate and relevant relief programs based on identified needs, in alignment with SPHERE and Core Humanitarian Standards, taking into account conflict-and gender-sensitive principles, in preparation for handover at end of Agreement;
  • Actively seek new funding opportunities;

Key Result Area #2: Program leadership

  • Recruit individuals for key positions, who align with the FH Heartbeat;
  • Manage and oversee the Mekelle response program managers including recruitment, day-to-day management during the emergency, and training on safety and security issues.
  • Ensure program support operations are established to perform according to FH policy and procedures, and comply with internal controls and grant donor requirements;
  • Represent FH actively in meetings with clusters, local governments, and other relevant stakeholders involved in coordinating and providing international assistance, as applicable;
  • On behalf of FH, develop positive relationships with suppliers, local authorities, donors, other NGOs and any other stakeholders, ensuring cooperation and partnerships;
  • Ensure that the FH response meets the logistics related administrative requirements of FH, donors, local legislation, suppliers, contractors and any other stakeholders, so that the logistical aspects of the program function efficiently, effectively and with integrity.
  • Advise project leads on reviewing and managing program budgets;
  • Advise and coach relevant staff on response management and program implementation, ensuring feedback mechanisms and protection issues are incorporated into the response.

Key Result Area #3: Reporting and communications

  • Write and submit daily and/or weekly situation reports to line authority, copying applicable stakeholders;
  • Ensure appropriate reporting to applicable donors, providing relevant documents and narrative explanation as required;
  • Ensure consistent communication with applicable stakeholders and teams, and support FH marketing and communication efforts.
  • Identify and mentor existing FH/Ethiopia leaders in refining skills and confidence in situation analysis and decision-making in fast-paced humanitarian context.
  • Handles other duties assigned by the immediate supervisor;

Experience

At least six years of work experience at a senior level with an International Non-Governmental Organization or other international organization in a relevant field, or equivalent combination of education and experience.

Proven experience with USAID/other multi-lateral donors/UN/Corporations and general donor relationships.

Education/Certifications

Master's Degree in DRM, Natural Resources Management, Forestry, WASH, Public Health, Agriculture, Soil & Water Conservation, Humanitarian Response, Business Administration, or other fields relevant to disaster management.

  • Computer Proficiency 

Language

Proficiency in both spoken and written English. Ability to write reports and business correspondence. Knowledge of local language of the intervention area is preferred.

  • Through observation, interviews, and spot-checks, ensure that the staff planning process is gender sensitive.
  • Build a better gender balance in staffing through affirmative action.
  • Observe if women staff are as involved as men in high-profile activities such as interaction with visitors and chairing meetings, and take corrective action if warranted.
  • Encourage female staff to participate in external networks (local and regional), as well as seminars and cross visits.
  • Facilitate open and regular discussions with staff on about the work environment, policies, and values convenient to gender issues.

Safety & Security Responsibility

  • Encourages compliance of Safety and Security principles and policies of the organization by all staffs;
  • Visiting project Offices and operational areas periodically to meet staff and making sure that all staff members are aware of the safety and security procedures;
  • Explains to staff the reasoning behind the organization’s safety and security policies and procedures
  • Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members. If possible, he/she should conduct briefing and training sessions himself/herself;
  • Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members;
  • Encourages staffs to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources
