Purpose of the position:
- The purpose of the Evidence, Reporting & Learning Specialist is to work closely with Head of MEAL and the team to provide guidance and technical support to all programs in preparation of plans, evidences of contributions to child wellbeing, quality reports and documenting and dissemination of learnings within the framework of WV policies and quality assurance framework and in line with regulations of GoE.
Major Responsibilities:
Prepare and/or adapt contextualized and participatory guide for community engagement & local adaptation, program / project planning, program / project monitoring and reporting, and institutional evidences and learning in the national office
- Develop contextualized guidelines and tools for the National Office on Monitoring, Reporting and Learning processed and products in line with Partnership policies,
- Prepare/adapt users’ manual on Monitoring, Reporting and Learning for the national office in line with the WV programming framework
- Prepare a toolkit (guiding questions and tools) for field monitoring by National Office, Region, and Cluster teams
Prepare plan for DME competence in the national office; design/adapt procedure and protocol to carry our regular assessment, lead the process in all programs for competency development
- Draft strategy for capacity building/training to improve the monitoring and documentation competencies in the national office and facilitate the implementation
- Be a lead in conducting MEAL/DME ICD Assessment for the National Office level with P&C
- Builds capacity of staff on areas identified through ICD assessment
Provide technical assistance to systematically standardize all program goal, objectives and activities in cascading the office strategy and to communalize the DM&E functions
- Provide technical guidance to the field and other units on preparation, review and submission of all reports to SOs, donors and Government of Ethiopia
- Prepare business workflow on designing, monitoring, and reporting
- Lead the development of a computerized monitoring and reporting system(s) for the national office, APs and Grant projects
- Provide technical support to grant funded projects to comply with donor requirements for project monitoring and evaluation reports.
- Develop a system of documentation and disseminating lessons learned within and outside the organization
- Liaise with and provide information to senior management where monitoring and evaluation findings have implications for policy and program development and improvement
Prepare consolidated plans and performance reports for the national portfolio by gathering and consolidating all programs/projects to comply to the partnership and local governing requirements
- Review reports of APs and other projects for the quality of monitoring and review products. Provide feedback to the project leaders and offer assistance as needed.
- Consolidated accomplishments on regular basis by technical programs for the national office
- Analyze the report and share with leadership and stakeholders
- Prepare summary reports and plans of the national office annually for Government of Ethiopia
prepare a framework and guideline that to use by all programs/projects for the institutional learnings
- Based on strategic directions for ministry, identify opportunities for operational research. Plan and manage operational research in collaboration with Tech Units and AP staff.
- Lead and/or participate in selected field monitoring and reflection processes. Ensure quality of these exercises including data gathering, analysis and reporting.
- Select promising models and summarizes major best practices and prepares advocacy and marketing products for the partnership
- Facilitate forums for sharing with lessons with internal and external stakeholders
Job Requirements
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
- 8+ years of experience in planning, monitoring and evaluation or related fields of which at least 5 years is within country level of large portfolios organization
- Demonstrated skills and experience in participatory deigning, monitoring, evaluation, and learning processes such conducting research, assessments, and impact studies in child focused interventions.
- Demonstrated skills and experience in conducting field monitoring, data gathering, data triangulation and collection and use of both qualitative and quantitative data.
- Experience and skills in using database programs (such as SPSS, access and excel) for data entry, analysis, and reporting
- Super user of MS Office products, particularly Power BI, Access or any other database, Excel and, graphic presentation and statistical packages and Word.
Required Education, training, license, registration, and certification
- Educational level required: Master's Degree in Economics, Development Studies, and related fields.
- Technical Training qualifications required: Participatory M&E, Results-Based management, Logical Framework Analysis, community participation, Participatory Rural Appraisal, Participatory Learning & Action, etc.
- Experience: at least 8 years of work experience preferably in Planning, Monitoring and Evaluation, at the INGO level, of this 6 years on Monitoring, Evaluation and Reporting
- Excellent Speaking, writing and reporting skills in English and local languages.
- Advanced M&E knowledge and computer users
Working Environment / Conditions
- 25% travel into APs, Response and Emergency Offices
