BACKGROUND:

The Ethiopian Agricultural Transformation Agency (ATA) is a strategy and delivery-oriented government agency created to help accelerate the growth and transformation of the country’s agriculture sector. The ATA envisions that, by 2025, smallholder farmers are commercialized with greater incomes, inclusiveness, resilience and sustainability, contributing to Ethiopia’s achievement of middle-income country status.

The agency focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture and Livestock Resources (MoA), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate the development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.

Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. Our headquarters are in Addis Ababa, and we have regional offices in Amhara, Oromia, SNNP, and Tigray regional offices, allowing us to work closely with a wide range of public, private and development sector partners across the country.

POSITION SUMMARY:

The role of Logistics and Admin Director is responsible for oversighting the logistics and administration function of the Agency. He/she involves in planning, directing, managing, and coordinating liaising, transportation, stock control, warehousing, and security, office facilities & maintenance, and ensuring the provision of a conducive physical working environment. S/he is responsible for efficient and effective utilization of resources such as vehicles, offices, fixed assets, and materials in stock through ensuring timely servicing of vehicles, office maintenance, and stock replenishment.

The job holder is responsible for establishing and maintaining a smooth relationship with relevant government offices, suppliers, and service providers to effectively deliver his/her plans. Ensuring that the organization is operating within the legal framework of a country is the role of the position holder.

ESSENTIAL DUTIES:

  • Develop and review fleet management, stock management and administration manuals, policies, and procedures,
  • Plan, monitor and lead fleet movements in collaboration with other ATA staffs to ensure maximum availability of vehicles for projects need,
  • Monitors and controls vehicles to maximize efficiency in usage of fuel and regular maintenance costs,
  • Monitor the quality, cost and the movement and storage of goods to ensure efficiency,
  • Establish and maintain a smooth relationship with the key government offices, regular checks relevant laws, policies, and procedures issued/declared by the government at all level,
  • Direct and coordinate custom clearings, supporting staff and expat in acquiring a passport, work/resident permit, and visa.
  • Manage staff under his/her supervision, facilitate the hiring of Log and Admin staff and setting performance goals, and conducting annual reviews on time.
  • Maintenance/Repair: Take a lead for keeping the organization's office premises, furniture and fixtures working smoothly and efficiently.
  • Legal/Contractual Issue: direct, coordinate and ensures timely renewals of licenses, finalization of matters of license and other requirements by the government institutions’ and ensures the organization is operating in a legal framework of the country.
  • Ensures all drivers adhere to ATA vehicle reports submitted on time with the required quality.
  • Vehicle management: Establishing and providing vehicle management manual, evaluation vehicle logs sheet, periodical servicing vehicle and examine monthly fuel consumption report.
  • Asset Management: Operate records for capital assets, expandable and non-expandable property of ATA and conduct the semi-annual and annual inventory report. Responsible for maintaining an inventory of assets and the asset list updated as required.
  • Safety and Security management: Lead the overall security management of the office including ensuring that staff is aware of the procedures on security access control application system. Ensuring all firefighting and fire extinguishers are functioning properly and periodically checked of the expiry date and other safety equipment.
  • Analyze and evaluate security operations and identify risks and look at opportunities for improvement, communicate security status, updates, actual and potential problems.
  • Undertake other duties as assigned by the supervisor. 

Job Requirements

REQUIRED QUALIFICATIONS:

  • Master’s degree in Management, Business Administration Management or Business Management, Logistics/supply chain management, or another relevant field.
  • At least 10 years of hands-on experience in managing transportation, logistics and property management, office facilities maintenance management on a senior role with the governmental, international, or private sector.
  • Ability to thrive in a fast-moving, start-up environment, with an emphasis on high performance, teamwork, accountability, and results.
  • Experience in building a strong team to whom significant responsibilities are delegated.
  • Excellent written and oral communication skills, strong interpersonal skills.
  • Flexibility, adaptability, and cultural sensitivity.
  • Demonstrated ability to work in a multidisciplinary, diverse staff, and multi-sector environment.
  • Strong team player, highly energetic, self-motivated, goal-oriented and committed to shared goals.
