Job Description

Plan International Ethiopia is looking for Economic Strengthening Advisor to be based in Hawassa.

Position Description

Plan International is seeking an Economic Strengthening Consultant for the USAID and private sector funded Workers Wellness Alliance (WWA) activity in Hawassa, Ethiopia. This consultancy will be for a period of six months(June-December 2021) to design and implement a comprehensive set of economic strengthening activities to support recently arriving female workers to the Hawassa Industrial Park as well as members of the host communities of four Kebeles: Chefe, Daka, Dato and Philadelphia. The program is based in Hawassa, the consultant must be willing to travel to and from Hawassa regularly. The consultant will report directly to the Chief of Party and have regular interaction with the WWA staff in Hawassa and Addis Ababa.

Responsibilities

  • Finalize and complete a Labor Market Assessment for viable and high growth value chains with a specific focus on opportunities for youth and young women (assessment design completed, assessment must be implemented).
  • Consultant to oversee the process and support of the development of a final report and a translation of findings into small business/small and mid-sized enterprise (SME) strategy.
  • Establish a Village Savings and Loans Association (VSLA) program component (strategy, proposed activities, linkages with community based organizations (CBOs) and financial institutions as needed).
  • Develop and/or adapt a comprehensive small business/enterprise training for local community-based business owners.
  • Design/adapt a curriculum for use for business owners who receive small grants assistance from WWA
  • Conduct a Trainer of Trainers for local project staff
  • Review existing small grants monitoring systems (FLUXX etc.) and identify best system for WWA project.
  • Collaborate with WWA Monitoring, Evaluation and Learning team to develop and institute specific economic strengthening indictors to align to new activities. 

Job Requirements

Requirements:

  • Bachelor's Degree in Economics, International Development, or related field preferred.
  • 10+ years’ experience in designing and implementing economic strengthening programming for women/adolescent girls and vulnerable populations
  • Knowledge of local community-level challenges impacting youth employment.
  • Significant experience in relevant program management or technical advisory roles in complex USG-funded projects in Ethiopia for an international organization.
  • Excellent Amharic and English oral and written skills.
