Introduction to Children Believe

Children Believe Fund (CBF) Ethiopia country office is a non-profit, child-centered international development organization working in different regions of Ethiopia to improve the quality of life for children and youth through enhanced family and community capacity for sustainable development. 

CBF-Ethiopia is implementing development programs and projects focusing on breaking barriers to sustained access to inclusive quality education for girls and boys. This include Education, Health, Child Protection, Gender and Disaster Risk Reduction, Nutrition, Sanitation/Hygiene, Water, and Sustainable Livelihood Development programs in Oromia Regional State, Southern Nations, Nationalities and Peoples’ Regional State (SNNPRS), Amhara National Regional State and Addis Ababa City Administration.

Invitation for Bid

CBF-Ethiopia seeks eligible bidders: companies/firm and individuals to provide training service (produce training material, deliver training and produce training report with evaluation) on Gender Transformative Approach to End Child Marriage and Gender-Based Violence for 18 professional staff for Three days.

General Conditions:

Eligible and interested bidders should submit the bid documents in person to Children Believe Fund (CBF), Ethiopia Country Office located in Bole Sub City, Cape Verde Street, P.O.Box 9123; around Bole Rwanda Embassy (about 100 meters from the main Bole road before reaching Rwanda Embassy), Unicon Building, Woreda 02, House #066, Floor 2; Phone: +251 11 618 7875; Cell phone #: +251 913790627; starting the date of the announcement of the bid on Ethiojobs until May 19, 2021, on working days from 9:00 am to 4:30 pm.

Interested bidders should present copies of their renewed business license; taxpayer and VAT registration certificates upon collecting the bid document.

  • Bidders should submit the bid documents containing relevant experience and evidence satisfactory to clients (written testimony from clients), company’s profile, copies of their renewed business license; taxpayer and VAT registration certificates, and financial proposal or Performa invoice (unit price quotation in Ethiopian Birr) including VAT for specific service or updated CVs/resumes with three references in sealed envelopes in person to the address above up to May 19, 2021 before 4:30 pm.
  • CB reserves the right to fully or partially cancel the bid.

Detailed Services Required by CBF-Ethiopia

Interested and eligible bidders are encouraged to apply to bid for the following 3 major elements of training service specifying unit cost per service. 

Training Service

Produce training material/reference/manual on Gender Transformative Approach to End Child Marriage and GBV;

  • Define learning objectives, evaluation objectives and criteria
  • Develop evaluation questions on: challenging/changing inequalities; structural aspects; gendered power dynamics; possibilities for change
  • Integrate inclusion, participation and transformation
  • Develop indicators for measuring transformative change through training for gender equality
  • Use mixed methods – qualitative, quantitative and gender analysis
  • Ensure transparency and accountability
  • Focus on power dynamics
  • Ensure sufficient time, resources and staff are allocated for the design of tools, data collection and analysis at the end of training

Deliver training on Gender Transformative Approach to End Child Marriage and GBV;

  • Respect cultural sensitivities
  • Promote transformative and reflexive process
  • Allow participants, facilitator, program staff to provide input
  • Adopt a reciprocal approach
  • Leave room for the collection and analysis of qualitative data and informal feedback loops
  • Promote empowerment of training participants

3. Produce training report;

  • Uphold a reflexive approach
  •  Explore power dynamics and resistances of training context and process
  •  Report on the results of quantitative, as well as qualitative, data
  • Contextualize data within specific training setting, as well as cultural and socio-political context of the participants

Additional information

The venue of the trainings will be in Bishoftu

  • The trainings shall be conducted by licensed individuals/professionals with gender background holding at least Master of Art or Science (MA/MSc) and at least 10 years of experience in the field as a trainer and practitioner.
  • The bid submitted by the bidder must contain a technical and a financial part.
  • Technical proposal shall include firm’s or trainers’ profile: educational qualification and experience; description of proposed training methodology and approaches, scope of service, training topics and training schedule within specified number of days; 
  • The cost or price should include VAT and other associated costs.

Bid Opening and Selection of Best Offer

The bid documents shall be opened by CBF Ethiopia Country Office Purchase Committee. 

The evaluation will take place in two stages. During the first stage, the technical part of the bid (relevant experience of the bidder and evidences satisfactory to clients (written testimony from clients), company’s profile, copies of their renewed business license; taxpayer and VAT registration certificates) will be evaluated & rated. During the second stage, the financial part will be evaluated in accordance with price quoted for the services, provided that:

  • The individual costs correspond to current market prices
  • The total fee offered is within the range of the budget allocated by the organization for the services.

The lowest price will be merited highest point for financial part if the quality of an item is to the required standard.

The winner will be selected based on the technical and financial evaluation and service delivery time.

CBF-Ethiopia will notify the successful bidder by formal letter that his/her bid has been accepted. The successful bidder is bound by his/her offer. 

Cancellation of the Bid Termination

The CBF-Ethiopia is not obliged to either accept the lowest offer or even to award the contract.

If CBF-Ethiopia finds that the service provider or supplier is not able to discharge his/her duties according to this terms of reference; it may at any time unilaterally terminate the contract and holds the service provider liable for all damages or financial matters.
