About the Country Program in Ethiopia
Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.
Summary of position
General Assignments / Scope of the Role:
The Senior HR Officer is responsible for providing support to Base Human Resources Administrators and to the programs, capitalize the mission’s HR information for a harmonized HR management.
The Senior Human Resources Officer’s role purpose, engagement and delivery is:
Purpose
Participate in managing the national staff and ensuring administrative follow-up of the files
Activities: Individual Management:
- Undertake all the recruitment process for capital positions: cross-check the needs, job description, check internal competencies availabilities, job offer, test, interviews, induction, follow up of probationary period;
- Ensure that the recruitment process is followed;
- Supervise and support base recruitments;
- Organize and supervise written tests for candidates coming from Addis Ababa;
- Ensure that all employee has an updated JD;
- Keep history file for all employees career development in Action Against Hunger: promotion, salary evolutions, trainings;
- Take part in the yearly appraisal process of all the mission: organize the planning of appraisals and support the HR base administrators, participate in the appraisal trainings, collect and compile the completed appraisals from all the bases;
- Update and develop the training catalogue of the mission;
- Participate on the assessment of the training needs based on the appraisals; manage and roll up the training plan for the mission with the support of Human Resources Head of Department;
Collective Management:
- Manage the database and Homere of all basses according to the assigned base office
- Collect, validate and compile the bases’ databases monthly;
- Update and improve the staff database when needed in consultation with the Human Resources Head of Department and Country Finance Manager;
- Collect the draft database from all bases and compile the HR statistics monthly;
- Receive the monthly reports form the bases and provide support regarding the needs;
- Lead the cost of living assessment for Capital and collect and compile those of the bases
- Administer social benefits for the Capital employees (leaves, per diem, medical coverage, bonus, loans, advance on salary…) and participate of their revisions;
- Supervise the social benefits for the assigned base (leaves, per diem, medical coverage, bonus, loans, advance on salary…) of the base HR Administrators;
Administrative Management:
- Prepare the new employment contracts, amendments and renewals for the Capital base contracts.
- Check the bases contracts, make them signed by the Country Director and send them back in due timing;
- Ensure all contractual documents are signed;
- Check contract dates and inform the supervisors of their expiry date ;
- Ensure that personnel files are up to date for every employee;
- Prepare the monthly payroll for the Capital and check those of the bases, make them sign by the Country Director
- ·Prepare monthly staff list for all Action Against Hunger employees based on the assigned regions and save both on a soft copy and hard copy.
- Send monthly HR Statistics of the mission to Human Resources Head of Department
Engagement
- Participate in dealings with the partners:
Activities:
- Participate in meetings with the Employment Inspector and the lawyer;
- Participate in inter-NGO meetings whenever assigned.
- Work with Government in Pension /PF Scheme or with any governmental bodies as directed
Reporting /Delivery
Activities:
- Contribute to exchanging information and to respecting the HR procedures:
- Organize information meetings with national employees on the HR rules and procedures;
- Inform new employees of the internal rules;
- Train the managers on HR procedures;
- Give the managers the necessary information to allow them proper management;
- Receive possible requests and complaints from the employees and inform the Head of Human Resources Department if necessary;
- Provide support to HR on the bases;
- Assist the Human Resources Head of Department during meetings with the staff representatives
Supervisory Responsibilities
- Provide technical support to Base Human Resources Administrators based on the designated field office.

Physical Demands
- While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Working Conditions, Travel and Environment
- The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required and in line with Labor Law.

While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
Job Requirements
Educational / Professional Background
- MBA or BA Degree in Human Resources, Business Administration, Psychology, or other relevant degree from a recognized institution
- 5 years of related experience with an iNGO holding a senior HR management role.
- Membership to Society for Human Resources Management (SHRM) would be an added advantage
Required skills:
- Able to work effectively in a large organization requiring excellent communication, planning, organization and team management skills.
- Capacity to analyze HR related information and reporting large amounts of information in a concise manner to different stakeholders
- Good practical knowledge of commonly used computer software (MS Office Suite), applicant tracking systems and payroll software’s (HRIS, HOMERE)
- High sense of confidentiality and diplomacy
- Approachable, diplomatic, respecting confidentiality, and able to work effectively in diverse environment.
- Excellent command of English (oral and written)
- Perfect command of understanding and interpreting the national labor law and employment norms and practices in the country
