Background

The Federal Ministry of Health Hygiene and Environmental Health (HEH) Directorate in Ethiopia is working with development partners and sectors to improve HEH-related public health problems.

The ministry developed the first National Hygiene and Environmental Health Strategy (NHEHS) in 2016 (2016-2020) and signed an MoU with seven major sectors. During this period, the ministry played a key role in creating a good working platform among the partners and sector by arranging different discussion forums, establishing the HEH task force, technical and steering committee, and conducting bottleneck analysis on the platforms. Moreover, the ministry has upgraded the hygiene and environmental health structure from a case team to the directorate level.

As this is the end year of the strategy, the ministry has planned to develop a new one that will serve for the coming five years (2021-2025). The strategy is expected to be aligned with the SDGs, the country’s, and the health sector’s five years plan and will be used as a roadmap for program interventions and provide guidance for government actors and partners at different levels.

How can you make a difference?

Scope of Work: 

The consultant is expected to develop a five-year national Hygiene and Environmental health Strategy and strategic action plan. This assignment is part of the Ministry of Health/UNICEF joint Annual Work Plan under the activity “support to sanitation policy implementation and undertakes relevant advocacy activities to advance the sanitation agenda,” allocated for quarter three of the EFY 2013. The consultant shall undertake the following tasks:

  • Conduct a review of existing hygiene and environmental health strategy and performance assessment.
  • Conduct situational analysis.
  • Prepare a report on Situational assessment.
  • Conduct stakeholder analysis.
  • Draft the hygiene and environmental health strategy.
  • Present the document at different stages for stakeholders and incorporate comments.
  • Prepare a Strategic Action Plan (SAP) for the strategy.
  • Finalize the draft based on the comments provided by stakeholders.
  • Conduct a national validation workshop with federal and regional actors.
  • Submit the final HEH strategy and Strategic action plan.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Environmental Health or a related field.
  • A minimum of 10 years of relevant professional experience in the Environmental Health field. 
  • Demonstrated experience in designing and developing strategies.
  • Previous experience effectively working with government and partner organizations in Ethiopia.
  • Track record of excellent interpersonal, communication, and time management skills.
  • Ability to prioritize, meet deadlines, and manage changing priorities.
  • Ability to be flexible and hard-working, both independently and in a team environment, in a high-pressure on-call environment with changing priorities.
  • Fluency in English is required.
