Job Description

Role and responsibilities

The Emergency Distribution Officer is responsible for providing logistics support to NRC’s emergency programs ensuring that distribution processes are in accordance with NRC and donor’s guidelines and procedures.  This includes preparation and management at distribution sites and liaising with all stakeholders i.e. beneficiaries, volunteers and community leaders. He/she needs to be ready to be deployed in any of the NRC areas of operation with short notice, in order to support NRC’s distributions.

Generic responsibilities

  • Attend to all assessments, distribution activities, maintain record off and distribute vouchers
  • Set up and maintain a database system, data entry, keep data up to date
  • Support the distribution operation of the Emergency program by identifying needs of distribution, keeping up to date with information on movement of IDPs
  • Assist with the logistics and procurement activities, and ensure that they are conducted in accordance with NRC’s logistics handbook
  • Conduct/participate in multi-sector assessments through Key Informant Interviews, Focus Group Discussions, and meetings with key stakeholders and collate information into assessment reports for each undertaken
  • Support, liaise and coordinate with LOGs Department on warehouse management
  • Support LOGs Department on stock maintenance and warehouse tracker updates
  • Responsible for transport arrangement for distributions in coordination with LOGs for the teams and on the site prior to distribution
  • Support Emergency Response Coordinator in preparation for assessment and distributions. Liaising with community leaders, volunteers, partners and beneficiaries
  • Managing volunteers at site, organizing them into necessary roles, managing the crowd and ensuring necessary information flows between all parties
  • Ensuring distributions are calm and efficient and that any disputes are avoided/ resolved
  • Ensuring all administrative tasks are complete i.e. beneficiary/ registration lists, entering data into excel
  • Responsible for coordination with M&E for Post Distribution monitoring(PDM) surveys
  • Actively participate in the NRC- Ethiopia program emergency preparedness and planning processes
  • In case of emergency, be prepared to contribute to the delivery of an appropriate and timely response.

Representation

  • Representing the organization externally
  • Collaborating and coordinating with the government, NGOs, clusters and UN agencies
  • Participating in federal and regional level all CCs and ES/NFI meetings and other relevant humanitarian/recovery coordination meetings
  • Ensuring that all relevant stakeholders have information about the organization’s background, program, objectives, working areas, duration of programs and activities in the field

Job Requirements

Professional competencies

These are skills, knowledge and experience that are important for effective performance.

  • University degree or higher education relevant to the post(Public Health, Environmental Health Science, Business Management, Engineering, Sociology, Psychology, Statistics, and related fields of Studies)
  • At least 4 year relevant experience in addition to Logistics/ Distributions with INGO’s
  • Ability to work simultaneously with multiple tasks and under time pressures in a fast growing program environment
  • Good language and communication skills
  • Calm, organized and decisive manner.
  • Willingness and ability to work efficiently with a wide diverse group of people
  • Good reporting skills
  • Excellent interpersonal and communication skills & problem solving skills
  • Good oral and written English, as well as being computer literate
