Position:             Junior HR Officer

Term of Employment:  One year with a possibility of extension

BACKGROUND:

The Ethiopian Agricultural Transformation Agency (ATA) is a strategy and delivery-oriented government agency created to help accelerate the growth and transformation of the country’s agriculture sector. The ATA envisions that, by 2025, smallholder farmers are commercialized with greater incomes, inclusiveness, resilience and sustainability, contributing to Ethiopia’s achievement of middle-income country status.

The agency focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture and Livestock Resources (MoA), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate the development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.

Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. Our headquarters are in Addis Ababa, and we have regional offices in Amhara, Oromia, SNNP, and Tigray regional offices, allowing us to work closely with a wide range of public, private and development sector partners across the country.

POSITION SUMMARY:

The Junior HR Officer is responsible to record, update and compile all HR-related data across HR functions using advanced information technology such as Excel and in hard copy hence data users can access and utilize effectively and efficiently. The Junior HR Officer is responsible for personnel-related correspondences, document administration, provision of identification cards and the issuance of business cards. The JHO will be responsible also for posting vacancies, longlisting, and scheduling interviews as well as supporting and working closely with all HR team members and assist them in a way that facilitates their service provision.

This position will officially report to the Senior HR Manager.

ESSENTIAL DUTIES:

Take part in the recruitment process;

  • Post vacancies on various sites, including ATA and ethio-jobs website, in newspapers, with professional organizations, and in other position-appropriate venues.
  • Receive and compile applications and prepare the CV summary of applications and share to Sr. HR Manager and hiring manager.

Ensure proper recording of staff file and process employee benefits;

  • Update personnel database in ERP and create a file for new hires on time.
  • File and maintain personnel documents both in hard and soft copy.
  • Support new hires in completing employment forms at the entry point.
  • Compile staff documents for pension registration and ensure staff is registered accordingly and inform them to collect their pension ID.
  • Support the Sr. HR Officer in compiling medical reimbursement requests for the Insurance company.
  • Assist the Sr. HR Officer in the inclusion of new hires into the medical insurance scheme immediately upon employment.
  • Make sure business and ID cards are prepared and distributed on time.
  • Issue staff support letters upon request.
  • Facilitate exit interview, compile feedback, analyze and prepare a consolidated report.
  • Facilitate events that enhance staff relations.

Support the delivery of training to the staff;

  • Facilitate the logistics to deliver regular onboarding sessions and training.
  • Ensure training forms, training communication letters, and all staff training, and development program are properly documented. 
  • Maintain up-to-date staff learning and development and administrative records using ERP and generate reports.
  • Perform other business-related assignments as deemed necessary.

Job Requirements

REQUIRED QUALIFICATIONS:

  • BA degree in Human Resources Management, Business Management, or other related fields of study. 
  • At least 3 years of direct experience in Human Resources management at different levels, Records Management, and related areas.
  • Have the knowledge and understand the applicable/governing laws and procedures.
  • Well-versed and acquainted with human resources management principles, practices, and trends.
  • Effective interpersonal communication, persuading and facilitation skill.
  • The ability and experience of working with diversified teams/work groups.
  • Very sensitive and responsive to a multicultural working environment.
  • Strong analytical, planning, and problem-solving skill and experience.
  • Proactive and perform with minimum supervision.
  • Have the capacity and patience/tolerance to handle multiple tasks of parallel requests.
  • The ability to work in a stressful working environment.
  • Familiar with Federal Civil Servants Proclamation.
  • Good command of the English Language.
  • Excellent computer basic software skills: MS Word and Excel.
