Job Description

The inter-Religious Council of Ethiopia (IRCE) was established 2003 E.C with the vision of to develop religious freedom and equality based on peace ;love and tolerance in Ethiopia. In terms of formation, the Inter- Religious council of Ethiopia (IRCE) has seven member religious institutions. Currently the council implements peace building and conflict resolution and harmful traditional practice prevention projects through support of different donor organization. In addition to that it has been awarded a grant by USAID Ethiopia to implement PEPFAR’s Faith based retentions and adherence initiative for one year.

IRCE seeks to recruit qualified experts for the implementation of this USAID funded project.

Job summary for the Senior Technical Advisor

The senior technical advisor shall have overall responsibility of managing and leading technical program areas and have a role to be part of the decision-making process in consultation with IRC-E leadership and project team. The Advisor will be the focal point of communication with USAID on technical & strategic areas and be responsible to ensure quality of the project functions implementation and managing with high level of integrity and dedication. S/he is expected to establish and maintain a good partnership and working relationships with a wide network of local implementing partners, FBOs, government of Ethiopia (Federal, regional and woreda, etc), local and international implementing partners, UN Agencies, EBOs, donors, and other key stakeholders.

Specific Roles & Responsibilities:

  • Provides overall technical leadership, program supervision, and project management in collaboration with the project team
  • Makes key technical decisions and solves problems while ensuring operational and program integrity.
  • Liaising IRCE/project with HAPCO/MOH and other USAID Partners in relation with high technical issues. 
  • Actively participating in high technical national TWGs like- U=U, adherence, and retention, etc
  • Proposes and implements  innovative strategies to achieve the project objectives
  • Advocates the project with technical areas/ Attribution/ contribution of the project for HIV epidemic control
  • Provides technical guidance for the acquisition and supply of project financial and human resources in consultation with the secretary general 
  • Supports the team for an efficient and accountable management and reporting of program achievements and financial utilization.
  • Supports monitoring, evaluation and learning functions by tracking project performance on a regular basis.
  • Ensures that procedures are established and complied for development, selection, design and implementation of grants.
  • Provides effective coordination of activities with those of relevant government and other organizations’ activities
  • Leads the development and review of annual work plans and budgets; and the preparation and submission of reports to meet USAID requirements
  • Supports project technical staff.
  • Ensures the quality and timeliness of all deliverables.
  • Provides weekly/monthly updates and briefings
  • Submits periodic reports on time and with required quality
  • Develops technical proposal and submit to the donors to mobilize resources

Duration of the Assignment: 5 days 

Job Requirements

Required education and experiences:

  • A minimum of master’s degree ( eg, MPH, Medical doctor) in Health and related field
  • Ten years of progressive experience in HIV program management with direct management of local civil society organizations and related organizations
  • Strong familiarity with managing USAID cooperative agreements and sub-grants
  • Ability to efficiently coordinate and manage field offices and field teams and to create and/or maintain systems and procedures for managing programs with many implementation sites, partners and beneficiaries.
  • Demonstrated experience with multi-partner programs and working with local organizations.
  • Demonstrated experience in monitoring, evaluation and learning within the project context.
  • Demonstrated and progressively increasing experience in designing, implementing, and managing complex projects involving multiple partners
  • Management experience with a USG cooperative agreement and PEPFAR is highly desirable.
  • Familiarity with USAID processes and procedures, rules and regulations required.

Personnel skills:

  • Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions.
  • Ability to maintain and manage strong relations, both internally and externally.
  • Good presentation and facilitation skills.
  • Proactive, resourceful, solutions and result oriented.
  • Excellent written and verbal communications skills in English language
  • Skills in MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management system, etc
