 Position Title: Project Assistant - Monitoring and Evaluation Accountability and Learning (MEAL) 

 Duty Station: Gondar/ Bahirdar, Ethiopia,

Background

Under the current circumstance in Ethiopia, currently there is a heavy influx of ex-combatants who will require assistance to reintegrate into communities after long periods in exile. Hence, to secure sustainable and peaceful reintegration of the ex-combatants having returned to their communities IOM along with the Government of Ethiopia is going to implement Social and Economic Reintegration of Ex-combatants (SERE) Project.

Under the overall supervision of the SERE Program Manager, direct supervision of the Senior Program Assistant-MEAL (G6) and working in close coordination with the Transition and Recovery team, the successful candidate will be responsible for the day to day monitoring and follow up of the implementation of various components of the SERE project as well as regular reporting on the progress regarding project implementation in his/her respective regional state where SERE is operational. The candidate will be based in regional state where Project Coordination Unit will be established for the implementation of SERE project and serve as the IOM’s M&E focal point for the SERE project in the regional state. In particular, he/she will:

Core Functions / Responsibilities:

The successful candidate will specifically undertake:

  1. In consultation with Senior Program assistant- MEAL (G-6) and project staff, contribute to the drafting and preparation of M&E plan, tools, quality assurance mechanisms and data collection procedures.
  2. Work in close consultation with project staff to consolidate and share relevant M&E information to inform project progress and improvement in line with IOM and donor requirements.
  3. Assist in monitoring of the day-to-day case management of reintegration assistance.
  4. Assist in updating the conditions of the work plan as pertaining to the SERE Intervention.
  5. Conduct a field monitoring visits to the beneficiaries' areas of return, including community-based reintegration target areas.
  6. File and update all beneficiaries’ cases in a database for reference and monitoring including regular update of beneficiaries’ information in a database.
  7. Support the drafting of quality M&E reports, considering disaggregated gender data of the beneficiaries.
  8. Assist in submitting monthly monitoring reports on time.
  9. Assist the Senior Project Assistant M&E in the monitoring of all projects in collaboration with the project team where necessary.
  10. Carry out any other duties that may be assigned from time to time

Job Requirements

Education

  • Bachelor’s degree in Monitoring and Evaluation, Demographics, Statistics or Social Science, Business Administration, International Relations or a related field from an accredited academic institution.

Experience

  • 4 years of relevant professional experience
  • Proven experience with M&E methods and approaches, planning and implementation of M&E.
  • Substantial experience in the design and implementation of monitoring and evaluation plans in small-scale grants, preferably with experience in the field of research, monitoring and/or evaluation.
  • Previous work experience in the region, particularly on monitoring and evaluation of peace building programming, preferably operational and field experience
  • Sound knowledge of development program planning and implementation objectives.
  • Very good communication and interpersonal skills
  • Supervisory/basic managerial skills
  • NGO/INGO experience is a plus

Languages

  • Thorough knowledge of Amharic and English languages

  • Good knowledge of assessments, researches methodologies and tools and data collection skills in sensitive issues such as conflicts.
  • Personal commitment to the mandate of the Organization, a quick learner, a strong drive for results, efficiency and flexibility.
  • Ability to maintain effective working relationships with key counterparts, government authorities, international organizations and other partners.
  • Ability to work effectively and harmoniously in a team and with colleagues from varied cultures, professional backgrounds and respect for diversity.
  • Ability to prepare clear and concise reports.
  • Good level of computer literacy; proficient in Microsoft Windows and MS Office applications including outlook.
