To support the review of Plan International Ethiopia’s HUMAN RESOURCE MANUAL

In Ethiopia, Plan has more than 25 years of experience in implementing its programme. Currently PIE mainly operates in seven geographical areas; Amhara, Oromia, SNNPR, Gambella, Benshangule Gumuz, Afar, and Addis Ababa City Administration on different projects funded by different donors including sponsorship. Plan International Ethiopia's main purpose is to seek Gender Justice for Girls, Adolescent Girls, and Young Women. We aim to help create an enabling environment where girls, adolescent girls, and young women are safe, valued, equally cared for, and have equal opportunities. PIE will contribute to the global strategy by aiming to reach directly 2.1 million Girls, Adolescent Girls and Young Women over the period of the strategy 2020-2024 and to reach an additional 6.3 million beneficiaries through its interventions. 

Background

Plan International Ethiopia HR manual has not been reviewed since 2017 (E.C) and some of the dated policies or procedures that have been changed overtime have been adjusted using different memos. In addition, as per the new country strategy it is found necessary to review the HR manual to make it an enabler tool to bring the people side of change with the desired culture change, with emphasis on values and behaviors as well as performance management in all the ways we work to deliver our CS.

Plan International Ethiopia is urgently looking for a professional HR for three months to support the review and update its HR manual. The HR project Manager will report to Head of HR and OD.

Expected outcomes:

  1. Review the current manual and HR related memos. Conduct the review and make a recommendations based on the ambition of the Country Strategy peer organizations’ best practice, the country relevant legal and policy framework and the global Plan International HR manual framework.
  2. Once the above structure and content of the manual is agreed upon, re-write the new manual and submit for approval.
  3. Support the HR department to sensitize staff on the new manual to ensure it’s accepted and appreciated by all. Including processing the translation of the HR manual in to the local language. 

Approach

  • An initial briefing with the Head of HR and OD and other selected staff.
  • Review of existing HR manual and different memo
  • Review of 3 other peer INGOs updated HR manuals
  • Develop a clear road map of the process with clear millstones and engagement process such as: 
  • Conduct different staff meeting and summarize the findings, 
  • Presentation of the proposed structure and content of the new manual to Head of HR and OD, CLT, SMT,
  • Sharing draft of revised manual for feedback,
  • Finalization of manual within 3 months of signing the temporary employment agreement 

Job Requirements

Qualification

  • Master degree in Human Resource Management, Organizational development, business administration, LAW or equivalent.
  • Tangible and proven experience in developing or development of human resources manual.
  • Good facilitation and coordination skill
  • Excellent written skill. 
  • Experience conducting a similar review for International NGOs is strongly needed
