Job Description

Background/IRC Summary:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees required to flee from war or disaster. IRC has been working in Ethiopia since 1999 and is implementing coordinated, community-managed programs sought at improving the quality of lives and recovery of livelihood of the disaster-affected population’s through promoting individual participation, strengthening institutions, and emergency response.

Job Overview/Summary:

The Safety & Security Manager (SSM) will advise on, update, and implement the IRC Safety and Security Management System for Tigray-Shire, under the supervision of the Field Office Coordinator with a Functional Led role of Country Office safety and Security Coordinator. Additionally, the SSM will build acceptance of IRC’s presence and humanitarian efforts within Tigray by liaising extensively with local stakeholders. The SSM will be based in the Shire with extensive travel to all site office locations in the Tigray, providing support, capacity building, and documentation to Field Coordinator and Camp Managers as well as to all delegated Security Focal Points within the Tigray Region Program.

Specific responsibilities:

Safety and Security Management Planning

  • Provide technical support to the Field Offices program on all policies, procedures, guidelines, and planning for staff safety, operational security, and program continuity.
  • Develop, review, and update the Tigray-Shire safety and security management plan, SRA, SOPs, SAT regularly. Ensure field site offices have included in the procedures, updated and relevant security management plans, including context-specific Security Risk Assessments (SRA). Reference and ensure compliance to IRC Security Management Framework within the SMP and all annexes.
  • Work with the Field Office Coordinator, other department heads, and Field Coordinators to develop, consolidate and implement operating procedures and contingency plans.
  • Evaluate or review and update the hibernation and relocation/evacuation plans for offices and residences in South Sudan and ensure that the practical preparations are in place;
  • Conduct risk assessments of contracted prospective offices and guests. Follow up on actions to be taken to ensure compliance with safety and security standards at the field office level.
  • Undertake continual assessments of equipment, and the protocols by which that equipment is used, to ensure that minimal conditions for security are being met.

Building Acceptance to empower and expand humanitarian programming.

  • Develop ongoing relationships with community elders and other power brokers within the Tigray Region. Work to ensure that IRC, its mission, and work within Tigray is known and accepted. Work to encourage partners to work with the IRC in ensuring that staff and programs are safe and allowed to continue humanitarian activities.
  • Provide technical input and advice in assessments to consider new IRC-Tigray programs in new geographic areas, and technical input in the writing of new program proposals as required.
  • In coordination with Field Coordinator and Country of safety and Security Coordinator and other units, liaise with relevant security actors e.g., INGO Security Focal Points, other NGO security coordinators in the Shire, and the region UNDSS contacts, etc.

Monitoring, Analysis, and Supervision

  • Identify, establish and handle context-appropriate approach to assure IRC facilities in Tigray are secure – i.e. third-party security companies or directly hired IRC security guards if any.
  • Compile and submit monthly security reporting that supervises incidents and trends within the IRC area of operation. Submit daily contextual updates as needed.
  • Work closely with IRC teams in Tigray and Country Office SSC to ensure all incidents and accidents are followed up with an official written report, which is then shared with relevant partners and filed appropriately. Ensure also that final incident reports are provided when IRC is closing the case.

Security Training and Orientation

  • Design and updated FO safety and security Management, Memo, SRA, on arrival briefing with assistance from the Country office S & S Coordinator to set standards, on staff training needs, and around a ‘learning outcomes’ principle, ensuring that key security messages are conveyed to IRC staff and visitors.
  • Provide regular training for IRC staff on security preparedness, prevention, and response. Training(s) may include Standard Operational Procedures (SOPs); Contingency Plans (CPs); Security Management; Incident Reporting; Prevention and Response Mechanisms; Communications (Equipment -Thuraya; protocols).
  • Working with the HR focal point on reviewing, updating the IRC Security Information package for new hires and visitors.

Job Requirements

Experience:

  • Bachelor's Degree in Security Management or the related field of study
  • A minimum of 4 years with BA/ 3 years with MA of a non-profit government institution or NGO work experience within international humanitarian assistance programs with demonstrated capabilities in planning, organizing, and executing humanitarian security operations in the field and in a security institution like police/defense.
  • Understanding of humanitarian principles and codes of conduct.
  • Experience with the ability to gather s & s info, collate and analyze that info and communicate to FCs, staff, and Country SSC promptly.
  • Must have practical experience in proactively identifying and communicating potential problems and proposing solutions.
  • Ability to gain a detailed understanding of the various local, regional, country, and international policies, operational positions, and interactions, providing a clear analysis of given and unfolding safety, security, and political situations when they occur.

Skills and Abilities:

  • Excellent organization skills with proven ability to manage large amounts of information and prioritize work.
  • Should be a strong collaborator with effective interpersonal skills and the capability to manage conflicting views.
  • Must be able to function effectively in a dynamic work environment and to set appropriate priorities and deal effectively with contending priorities and pressure.
  • Strong capacity to communicate concisely and with impact in English and local language -Tigrigna.
  • Good computer skills in MS Office
  • Dedication to the IRC’s mission, purpose, and values.
