Sustainable Industrial Clusters (S.I.C.)

The Ethiopian government has adopted an Industrial Development Policy to transform the currently agricultural-led economy into an industry-based one, aiming to lift the population out of poverty and becoming a middle-income country by 2025. The textile and garment industry is considered priority sector on the path to industrialization. The sector is, however, often characterized by precarious working conditions, low wages, non-compliance with human rights and social and ecological standards. The establishment of Industrial Parks (IPs) form a core pillar of Ethiopia’s Industrialization Strategy.

The Federal Ministry for Economic Cooperation and Development (BMZ) and the UK Government funded project “Sustainable Industrial Clusters”, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, aims at job-effective growth, social and environmental sustainability of the textile and garment industry, by ensuring better working conditions for workers, better management in four industrial parks, increased sustainability on industrial park and company level, improving institutional frameworks and improving capacities of local companies.

In order to ensure the communication and cooperation with Industrial Parks Development Corporation (IPDC) as an important partner to the project GIZ is looking to hire a project coordinator embedded in IPDC.

Duration of Contract:  From June 01, 2021 to May 31, 2023

Job Requirements

Responsibilities and Duties

  • Facilitate effective communication and coordination between IPDC, Industrial Parks (IPs) and the S.I.C. project team in order to achieve the joint project results.
  • Provide technical support to improve the efficiency and effectiveness of the service delivery of the IPs and identify services to be digitalized and upgraded.
  • Provide technical support to effectively enforce standard operating procedures and to improve the information system among federal and regional IP offices
  • Support in building the capacity of IPDC technical staff to provide more responsive and integrated services to businesses in a sustainable way based on international leading practices and develop tools institutionalize knowledge and document success stories.
  • Support IPDC in developing sustainable labor sourcing and retention of workers in Industrial Parks.
  • Provide technical support to upgrade the brand and image of IPs as centers of social and environmental sustainability hubs through implementation of Eco-Industrial Park Frameworks
  • Facilitate the development of business linkages with local suppliers in cooperation with other GIZ technical teams
  • Support in the implementation of identified interventions designed to mitigate or minimize effects of COVID-19 on industry.
  • Support any consultant that would be deployed to IPDC to provide additional technical support and/or conduct studies in the identified respective areas of interventions. 

Required qualifications, professional experience and additional competencies

Qualifications

  • University degree in Land Management/Logistics/ Engineering/ International Development/Economics/ Business Administration / Human Resources / Similar (Master is preferred)
  • Excellent knowledge of Amharic and English language both in speaking and writing, German language knowledge is an asset
  • Good working knowledge of IT (E-mail, internet and computer applications such as MS Office)

Professional experience

  • Minimum of 5 years of professional experience in one or more of the following areas: Industrial park management, investor coordination, business linkages, CSR for industry, environmental and social sustainability
  • Prior work experience in the private sector, preferably in the textile and garment sector or industrial parks management, is an advantage
  • Proven track record with project management and stakeholder coordination
  • Prior experience in being a seconded staff embedded in a governmental institution on behalf of a development cooperation is a plus

Other knowledge and additional competencies

  • Knowledge in Institutional Capacity Development is an advantage
  • Ability to liaise between development cooperation and government institutions with high integrity and diplomacy
  • Excellent presentation, oral and written communication skills
  • Good organizational and time management skills to prioritize workloads 
  • Eye for detail and team spirit
  • Strong results-orientation
