Job Summary

Plan International Ethiopia's main purpose is to seek Gender Justice for Girls, Adolescent Girls, and Young Women. We aim to help create an enabling environment where girls, adolescent girls, and young women are safe, valued, equally cared for, and have equal opportunities. PIE will contribute to the global strategy by aiming to reach directly 2.1 million Girls, Adolescent Girls and Young Women over the period of the strategy 2020-2024 and to reach an additional 6.3 million beneficiaries through its interventions.

The position holder will be responsible to primarily support the implementation of Netherlands WASH SDG programme Ethiopia funded by NLNO with especial focus and roles on WASH facilities construction supervision and strengthening/ capacitating of WASH service providers (WASHCOs, San marketing groups and producers) which will be implemented in Lasta Districts of Amhara Program Area (APA). In doing so s/he will provide technical support and systems coordination to the local WASH government offices and experts, CSOs, WASH service providers (WASHCOs, San market business groups), communities, schools, clubs, and privet sectors. for the implementation of an integrated and sustainable WASH project interventions that aims to reach an improved WASH services for all in the target communities through the application of right based, business model, Gender equality and social inclusion and community managed project approaches. S/he will also ensure that facilities and services are quality, sustainable, climate resilient, equitably accessed for all in efficient and effective manner. He/she fulfils this responsibility through the organization and management of the sector by focusing mainly on the WASH SDG programme core strategic objectives, namely (1) increasing demand for improved WASH facilities and practices, (2) improving the quality of service provision and (3) improving governance of the sector. The job holder will also focus on learning and knowledge development as it is an integral part of the programme. 

Accountabilities and main work activities

 Responsible for feasibility study for WASH facilities constructions/ establishment, detail design, planning, Bid document preparation, contract management, regular monitoring, construction supervision and quality control, and report preparations for WASH facilities at community and institutions (schools an health institutions). 

 S/he is responsible to work well together as well as establish smooth working relationship (teamwork) within the WASH team and across the PA staff. Key components of the position also include developing and strengthening partnerships, monitoring and evaluation of WASH-SDG programme activities in collaboration with relevant district government WASH sector offices and target communities at their respective districts and villages and mainstreaming of child centered community development.

 S/he is also responsible to establish strong teamwork and coordination among government WASH sectors in the districts which enable key stakeholders take up their roles and responsibilities; strengthen WASH service providers capacities through market/ business model and encouraging privet sectors engagements; promote right based approaches; strengthening networking in the target districts. Through capacity development and fostering of change in social norms and behavior regarding WASH BCC interventions, gender equality and inclusion of people with disabilities. The key roles being

Ensure the water supply and sanitation facilities and Infrastructure project design, planning, constructions are technically sound and are “high quality” and are aligned to the Plan’s country strategic plan, WASH Programme Objective (PO) and principles.

Prepare quarterly and annual detail implementation/ construction and cost plans that provide technical support to the implementation of access for WASH services.

  • Ensure effective and efficient management of financial resources, including review and check project budgets, monitoring expenditures and implementing cost control measures during construction Supervision and Contract Administration in consultation with WATSAN Coordinator.
  • Prepare and report monthly, quarterly and biannually project progress as well as financial updates in consultation with WATSAN Coordinator.
  • Oversee WASH facility constructions in the project target district assigned for.
  • Under the guidance of WATSAN coordinator, the job holder will contribute for the necessary data/ information gathering and assessments for the development of case stories and/or any documentations and the like.
  • Ensure quality and timely reporting and documentation of WASH facility construction activities.
  • Ensure the mainstreaming of Gender equality, Inclusion and DRR in the program at every steps of the project implementation.
  • Provide timely coordination and guidance in the WASH infrastructure construction and rehabilitation supervision and contract administration for the delivery of quality water supply, sanitation, MHM and handwashing services by the project.
  • Field supervision and quality control on constructions of Water schemes such as Shallow/ deep borehole drillings fitted with hand pumps, Spring Development /SD/, Rural and/or Urban piped water systems; construction of girls rest rooms for Menstrual Hygiene Management; and construction of Ventilated Improved Latrines attached with hand washing facilities at institutions (schools and health centers) etc.
  • Share technical guidance notes and tools for programme and partner staff members.
  • Participate in and contribute to annual district based WASH sector annual planning sessions.
  • Manage and organize trainings, workshops and meetings which are planned under the project at district and community level as appropriate.
  • Follow up with the relevant stakeholders the implementation of WASH tools such as CLTSH, SLSSH, CMP and awareness creation campaigns in the assigned district.
  • The post holder will liaison with the WATSAN Coordinator to ensure that water and sanitation facilities design are as per standard and conduct measurements for executed construction works.
  • Follow up regularly the WASH infrastructure installation and rehabilitation works and keep records of basic location/site data, coordinate the woreda experts, local administration and facilities/schools/ administration on construction site handover, joint supervision, testing and hand hovering of the completed WASH facilities
  • The position holder will also develop standard design for all infrastructure supported by Plan International Ethiopia based on the government national or regional WASH standards.
  • Prepares Bid documents, construction agreements and coordinates contract awards
  • Prepare take off sheet and payment certificates against the agreement

Job Requirements

Qualification and Experience Essential

  • Bachelor’s Degree or above in Sanitary Engineering, Hydraulic Engineering, Civil Engineering, Water Resources Engineering, hydrology Engineering or related disciplines with at least 4 years relevant experience in water supply and sanitation development, construction supervision and Contract Administration out of which a minimum of 2 years of NGO experiences.
  • Demonstrated experience in the management (feasibility study, design, construction supervision, contract administration etc.) of water supply and sanitation projects and infrastructures.
  • Experience in contract document preparation, negotiation management, and development of bid documents, Bill of quantities and specification, as well as supervision and administration of projects.
  • Experience and Knowledge of using Water CAD, AutoCAD and related software packages are advantageous
  • Knowledge of the water, sanitation and hygiene (WASH) sector.
  • Knowledge and experience in supervising infrastructures.
  • In-depth knowledge of project cycle management and child centered community development programming.
  • Knowledge of development issues, trends, challenges and opportunities and implications to community development.
  • Knowledge of effective participatory Monitoring, Evaluation and Research systems and processes.
  • Proficient in computer skills and use of relevant software and other applications.

Languages required

  • Fluency in English and Amharic language is essential
