Job Description

PURPOSE OF THE ASSIGNMENT:

The program is in the final phase of Year 5 implementation. There is a need to ensure what we have learned in the implementation of this project in order to document lesson learned, provide recommendations on the critical emerging issues and contribute to future success. This assignment will also identify and document a case study that best reflect on mainstreaming nutrition in to agricultural value chain activities and on the use of SBC for nutrition mainstreaming. The documentation will capture the knowledge (experience) that IMC used in improving household dietary diversity specifically of reproductive women through nutrition sensitive agriculture value chains that could potentially informing program input in the future and the corrective actions to enhance the success of the implementation.

 IMC’s FTFE VCA team has been mainstreaming nutrition in agricultural value chain with the objective of diversifying the diets of women of reproductive age utilizing a Social and Behavioral Change (SBC) approach within the selected FTFE VCA beneficiary groups. The program has been implementing the following activities;

  • Establishment of community vegetables garden demonstration plots
  • Vegetable farm management training for selected women farmers
  • Formation of care groups and training of leaders
  • Promoting the use of mobile phone-based app message transmission of nutrition messages to care groups
  • Cooking demonstration
  • Conducting dietary diversity training to Feed the Future Ethiopia Value Chain Activity beneficiaries
  • Nutrition-sensitive agriculture training for extension workers
  • Nutrition training for media personnel
  • Nutrition-sensitive agriculture ToT training for Milk Collection Centers (MCCs), Farmers Cooperative Unions (FCUs), Common Interest Groups (CIGs) and FTFE VCA sub-grantees
  • Distribution of and training on use of SBC materials Training for religious leaders and influential elders to promote animal source food consumption during fasting

SCOPE OF THE ASSIGNMENT:

  • Conduct a desk review of project documents to extract information on the experiences of mainstreaming nutrition in agriculture value chain; implementation approach, delivery and completion of nutrition outputs/activities (based on indicators)
  • Conduct a lessons learned workshop that bring together staff, beneficiaries and stakeholders of the FTFE VCA programme
  • Conduct field visit to project sites to conduct case studies
  • Produce lessons learned document and sharing with internal and external bodies
  • Produce a case study on IMC/FTFE VCA experience mainstreaming nutrition in to selected FTFE VCA agriculture value chains
  • Produce case study on the use of SBCC for nutrition mainstreaming in to selected FTFE VCA agriculture value chains
  • Produce videos and photos to maximize content and taking full message.
  • Draw recommendations relevant for this purpose

Methodology

The methodology should include a combination of both quantitative and qualitative data collection methods and primary and secondary data will be collected. The consultant is expected to explore options for the most suitable considering the restrictions due to COVID-19 in the country. This could include virtual mechanisms or remote coordination with field teams in-country. It may include the following, among others proposed by the consultant:

  • in depth interviews with key informants
  • Focus group discussions with selected participants using agreed upon tools between consultant and IMC staff
  • Quantitative data collection, where feasible and valuable
  • Desk Review, comprehensive literature review of external and internal documents relevant to the project
  • Field visits to the selected sites

The methodology and tools will be determined and agreed upon by consultant and IMC staff

the methodology will respect to impartiality, accuracy, adequacy of information, cultural sensitivity and the rights of stakeholders

DELIVERABLES DESCRIPTION:

Itemize the deliverables based on the tasks outlined in 3 and the expected due date

  • Inception report detailing the consultants methodological approach to the assignment
  • A written report with the following included:
  • A detailed project summary of the methodology/approach of value chain for nutrition implementation
  • Comprehensive lessons learned
  • Identify and document a case study on mainstreaming nutrition in to value chain activities
  • Identify and document a case study on use of SBC for nutrition mainstreaming
  • Recommendations for future relevant programs specifically in the use of SBC for nutrition mainstreaming and mainstreaming nutrition in value chain activities
  • A presentation workshop on the findings to stakeholders (either virtually or in-person)
  • Clear and Concise presentation materials and all related deliverables and materials under the contract

Job Requirements

Required Skills, Knowledge & Abilities: The successful candidate will be Ethiopian national with the following skills and experience:

To perform this consultancy successfully, an individual must be able to perform each task with or without reasonable accommodation.

  • Graduate degree in relevant field including Nutrition, Agricultural Communication and Innovation, Public Health, Project Management, Social Science, Development Studies, Monitoring and Evaluation or a related field. & Master’s Degree preferred

Experience

(Identify specific experiences that are necessary for this position. For example, experience using certain systems / method or experience in a certain sector)

  • In-depth technical expertise in nutrition and one or more of the following areas: Nutrition Sensitive Agriculture, agriculture productivity or value chain, nutrition Social Behavior Change Communication
  • Demonstrated and relevant previous work experience in learning and knowledge management, methodology and tool development and documentation skills.
  • At least 8 years of experience in international projects

Competency

List technical expertise and soft skills required. Not exceeding 7 points

  • Strong analytical and writing skill and the ability to clearly present findings and drawing practical conclusion and recommendations.
  • Ability to work calmly, tactfully, and effectively under pressure is essential, as well as the ability to maintain strict confidentiality, and meet all standards of conduct/ethics standards in accordance with internal policies and procedures and the US law throughout all phases of acquisition and assistance procurement processes
  • Excellent organizational skills with a willingness to take initiative
  • Be willing to travel to remote field locations in Ethiopia (Amhara, Oromia, SNNPR and Tigray) considering COVID-19 prevention protocols and security situation of the regions/ sites and the right to work in Ethiopia or demonstrate that they have local networks that they can work with in Ethiopia.
  • Have previous experience with USAID Feed the future projects

Language(s)

  • Level IV (Fluent) English and any local language proficiency (if appropriate), both oral and written, is required.
  • Knowledge of Amharic
