Job Description

Under the general supervision of the Deputy CEO, plans, organizes, directs and supervises procurement, logistics and supply functions of the company. The overall tasks of Chief Procurement& Logistics Officer includes planning, organizing, directing and coordinating the foreign procurement (import) and local purchase operations of merchandise. Develop goals and objectives of the department to align with the vision and mission of the Company. Develop and implement department strategy for improving key performance indicators of the Company’s local and foreign merchandise procurement, stock planning and controlling as well as transport logistics operations. 

Detailed Duties and Responsibilities 

  • Planning, organizing, coordinating, and monitoring the procurement and the supplies control functions of the Company;
  • Plans input/out-put supplies requirements of the Company based on the long, medium and short term plans of the Company
  • Establishes an optimum quantity level of stock requirement in order to ensure optimum utilization of resources and to determine re-order point of supplies;
  • To establish a transparent, fair and competitive system of procurement of goods and service;
  • To carefully handle and follow-up L/C processing, and matters related to insurance and banking;
  • To identify supply sources to be purchased and to document them for future references;
  • To prepare a flexible purchase schedule to ensure optimum asset management;
  • To introduce and manage stocks of the Company and minimize/avoid wastage;
  • To coordinate movement of supplies including transportation and loading unloading activities;
  • To establish modern stock management system in order to satisfy the needs of the requesting parties;
  • Conduct perpetual inventory control system and ensure the intactness of the physical stock at all times;
  • To report dead stocks and unusual movement of stock items with adequate explanations and recommendations
  • Performs environmental scanning (internal & External) by examining strength, weakness opportunities and threats (SWOT)and initiates recommendations that improves purchasing activities based on analysis in order to create managerial awareness.
  • Undertakes the evaluation of supplier’s performance and determines the reliability of the suppliers by establishing a realistic yardstick and various performance indicators.
  • Ensures bid document, offer analysis and purchase matters are handled on time and as planned.
  • Ascertains that all purchasing activities are run in the manner prescribed in the procurement manual.
  • Ensures that purchase policies and procedural guidelines are well known by the workers for proper adherence.
  • Formulates and implements policies and procedures designed to assure overall economic and efficient purchasing management.
  • Encourages team work spirit to guarantee Divisional harmony and oneness in meeting the objective of the dept.
  • Ascertains procurement Matters with suppliers, the bank, insurance companies, customs office and transit agencies and transportation are properly handled and coordinated.
  • Prepares periodic reports and demonstrates the reasons for the deviations.

Job Requirements

Educational Type and Level

  • Second Degree in Supply Management, Management, Economics, Supply Chain management or First Degree in Supply Management, Management, Economics, Supply Chain management 

Work Experience

  • Second Degree 10 years relevant experience out of which 2 years in a managerial position (s) or First Degree 12 years relevant experience out of which 2 years in a managerial position
