Job Description

Under the supervision of the Chief Procurement & Logistics Officer plans, organizes directs, coordinates and Controls the entire purchasing activities of the factor; accepts and implements newly introduced Systems.  

Detailed Duties and Responsibilities

  • Ensures that material requirement schedules (MRS) are received at the right time so that activities could be planned in order to support production continuity without interruption.
  • Prepares work program & annual budget as regards to purchasing activities and encourages the participation of staff members of the Division in the process.
  • Prepares periodic performance report of the Division comparing the actual with the plan.
  • Prepares variance analysis for major deviations from the plan and examines the reasons there off.
  • Ensures that the activity plans are well known by the staff members of the Division.
  •  Organizes the workflow in a manner that warrants efficiency and effectiveness.
  • Ensures that work loads are fairly distributed among each staff member and identifies key problems (if any) for possible assistances and solutions.
  • Supervises and organizes the maintenance of suppliers and product records and develops the list by exploring new reliable sources.
  • Encourages that material specifications are updated and compiled properly. 
  • Directs the entire process of purchasing including the preparation, tabulation and analysis of bids for all commodities needed for the operation of the factory.
  • Ensures bid document, offer analysis and purchase matters are handled on time and as planned.
  • Ascertains that all purchasing activities are run in the manner prescribed in the procurement manual.
  • Ensures that purchase policies and procedural guidelines are well known by the workers for proper adherence.
  • Formulates and implements policies and procedures designed to assure over all economic and efficient purchasing management.
  • Encourages team work spirit to guarantee Divisional harmony and oneness in meeting the objective of the dept.
  • Ascertains that procurement Matters with suppliers, the bank, insurance companies, customs office and transit agencies and transportations are properly handled and coordinated.
  • Systematize activities to ensure that code of ethics is adhered to
  • Exercises Program Evaluation and Review Techniques (PERT) and identify controllable and uncontrollable factors in order that the program is adequately monitored.
  • Performs environmental scanning (internal & External) by examining strength, weakness opportunities and threats (SWOT)and initiates recommendations that improves purchasing activities based on analysis in order to create managerial awareness.
  • Undertakes the evaluation of suppliers performance and determines their reliability by establishing a realistic yardstick and various performance indicators.
  • Oversees the entire correspondence, negotiations and settlement of disputes are properly handled with suppliers, banks and insurance companies, custom office etc.
