TOR for Financial and administrative officer (2) – Wolayita Sodo and Arsi Robe

 INTRODUCTION:

Ayuda en Acción Foundation is an international non-government organization working in development and humanitarian works. Ayuda en Acción Ethiopia a branch of AeA and registered as foreign charity organization in Ethiopia and working in partnership with multiple development actors, government sectors, communities and their organizations to eradicate poverty. Our primary task is to promote improvements in the individual and collective capacities of the children, families and communities with whom we work.

Job purpose:

AeAE is seeking experienced local candidates for the position of Finance and administrative officer for our two ATD areas, Wolayita and Arsi program who will be based in Wolayita Sodo and Arsi Robe to provide explicit support, in coordination with the finance coordinator in finance, Accounting, budgeting, grant, administration, and procurement areas.

 Position Description:

  • The successful candidate will report to the area finance coordinator at Wolayita Sodo and Arsi Robe. He/she will be responsible for the day-to-day support, management and administration of the finance, accounting, procurement, asset management, budget allocation, utilization, auditing, and documentation. In general, the post holder works within the framework of finance and administration policies, procedures, manuals set by AeA and the country Office, ensuring donor regulations, accounting standards, and other local laws at all times.

Specific responsibilities include:

Finance area

  • Handle petty cash and bank transactions, make payments from petty cash
  • Prepare bank letters and cheques base don the approved request
  • Review travel and training documents
  • Follow up staff advances and check and report timely settlement as per the AeA and donor Financial Policy to ensure compliance and timely collection;
  • Check the supporting documents, prepare BPV, PCPV, JV, CRV
  • Closely work on proper documentation of financial transactions
  • Settle all statutory liabilities like income tax, pension, withholding tax, in monthly basis
  • Support the finance coordinator in Producing project and statutory and management financial information to report to the AeA head office, country office and respective national government sectors,

Administration area

  • Understand the various policies and procedures of AeA and support the implementation;
  • Support the Finance coordinator to ensure AeA’s HR, vehicle, finance, procurement, properties policies are adhered to within the ATDs, partners and communities;
  • Support the country office in carrying out local procurement processes as per the AeA and donor policy & procedure;
  • Support the Finace coordinator in Checking vehicle use and its management in accordance with AeA transport policy
  • Support the Finace coordinator in administering assets and properties (equipment, furniture, other office facilities) in ATD level as per AeA policies and procedures,
  • Check the ATD office premises, compound and where applicable guest houses of the office are properly cleaned, safe guarded and maintained;
  • Support the country office in mid and end year inventory counts together with concerned staffs; 
  • Perform other duties given by his/her supervisor

Job Requirements

Required Skills, Experience, and behavior:

  • The incumbent should hold minimum of bachelor’s degree in Accounting, Finance and Commerce or Financial Management, or business management with international cooperation projects, preferably international NGOs.
  • A minimum of 4 years work experience in mainstream finance, accounting and administration in a wider and reputable institution/s preferably in the International NGO sector of which 2 years should be in similar positions,
  • Strong financial expertise, training and familiar with management and accounting practices, good understanding on teamwork, assets management and relationships,
  • Be trained and conversant with financial Management systems and processing requirements with Microsoft operating systems, high expertise in Excel (spreadsheets, pivot tables, etc.) , Power point, and word, e-mail, internet, Skype, Microsoft Teams, etc are necessary.
  • Knowledge, practical application, and implications of the former and newly introduced financial systems are an advantage,
  • Ability to carry out complex tasks and work independently and take initiative.
  • Good communication, writing and reporting skills,
  • Readiness to travel and to move to rural areas and support project staffs, partners, communities and their organizations.
  • Good behavior and attitude.

Offer Terms

  • Job contract and remuneration: Immediate incorporation with full working day for one year contract with possibility of extension and remuneration is as per the salary policy of Ayuda en Accion,
