Job Description

The National Democratic Institute is seeking an Addis Ababa-based Program Manager to assist with the implementation of its International Election Observation Mission in Ethiopia (IEOME). In partnership with the International Republican Institute (IRI), the IEOME will assess Ethiopia’s 2021 general elections and the degree to which they are inclusive, transparent and accountable and are conducted in accordance with international and regional standards for democratic elections, including the Declaration of Principles for International Election Observation and Code of Conduct for International Election Observers and relevant laws of Ethiopia.

Under the overall supervision of the IEOME Director and Deputy Director, the Program Manager will be responsible for programmatic aspects of the IEOME and will support the implementation, documentation, reporting and administrative operations of the IEOME and for core team staff as necessary. The Program

Manager is a full-time, temporary employee and is expected to work in Addis Ababa from approximately mid-April through mid/late July.

Responsibilities:

  • Serves as Addis Ababa-based point of contact for the IEOME, including virtual pre-election assessment mission, long-term analysis and a potential election day delegation Assist the IEOME
  • Director and Deputy Director, and other staff in the implementation of programmatic activities, including finalizing the delegation’s schedule, logistics room arrangements and staff support assignments; coordinate with the Mission and core team staff on vehicle and communications movement and support, as well as online communication infrastructure;
  • Under close supervision and direction, researches, creates or makes substantial contributions to drafts of reports, memos, program updates, work plans and newsletter articles;
  • Participates in organizing local program webinars and meetings, both in-person and virtual;
  • Accurately edits and proofreads field reports; prepares team minutes and updates in a timely manner;
  • Monitors political events throughout the country;
  • Closely coordinates with DC-based team to provide programmatic, administrative and logistical support to the IEOME and core team in Addis Ababa;
  • Liaises with the Long-Term Analyst Coordinator to determine programmatic needs;;
  • Assists with basic management of program purposes and goals by appropriately responding to programmatic administrative support requests and maintaining accurate files and reports;
  • Acts as back-up to other team members;
  • May assist in briefing international consultants; assists with coordination of office set-up, maintenance and closeout procedures;
  • With guidance, compiles briefing materials for staff, consultants and IEOME team members;
  • Become familiar with the IEOME methodology reflected in relevant publications;
  • Support IEOME staff and assist with other tasks as needed;

Job Requirements

Qualifications:

  • Minimum of five years of experience working in the Ethiopian civic space or related field;
  • Bachelor's degree in International Relations, Political Science, Law or a related field;
  • Experience with assisting the administration of large programs preferred;
  • Excellent written and oral communication skills;
  • Excellent interpersonal skills to interact effectively with staff, donors, government personnel and local partners;
  • Working knowledge of PC-based word processing and spreadsheet applications; preferred knowledge of Google applications, including Gmail and Google Drive;
  • Working knowledge of basic budget and accounting procedures;
  • Capacity to work both independently and as a member of a team;
  • Ability to define problems, collect data, establish facts and draw valid conclusions;
  • Interest in and knowledge of national and regional political environment and people;
  • Political analysis skills;
  • High degree of organization and initiative;
  • Proven work experience as a Program Manager or similar role; and Strong ethics, with an ability to manage confidential data.
  • Prior experience supporting international organizations would be an asset;
  • Demonstrated ability to work as a member of an internationally and culturally diverse team, while maintaining impartiality and objectivity;
  • Fluent in written and spoken English and Amharic; additional local languages a plus.
