About the Position

NORC at the University of Chicago (NORC) is seeking a Gender and Inclusion Specialist for the USAID-funded Ethiopia Monitoring, Evaluation, and Learning – Collaboration, Learning, and Adapting (MEL-CLA) Platform. The MEL-CLA project team will assist USAID/Ethiopia and its partners in generating empirical data on project implementation and fostering learning and knowledge management to improve evidence-based project design and development programming in support of the Country Development and Cooperation Strategy (CDCS). The Gender and Inclusion Specialist will work closely with the project team to promote gender equity and inclusion in project activities, work with the MEL team to ensure a gender focus in research outputs, and disseminate findings with the CLA team. Founded in 1941, NORC is an established social research organization pursuing high-quality social science research that serves the public interest.

This is a full-time position with NORC at competitive rates for a 5 year period, based in Addis Ababa, Ethiopia and local travel will be required. Please note that the position is contingent upon award and funding. Women are strongly encouraged to apply.

Responsibilities and tasks will include, but are not limited to:

  • Monitoring the progress of project monitoring and evaluation (M&E) to ensure gender and inclusion of key vulnerable population segments (such as persons living with disabilities) are addressed throughout project activities;
  • Coordinating with all project partners and stakeholders to measure results that capture gender equity and inclusiveness of key population segments ;
  • Assessing the strength of gender-focused indicators and sex-disaggregation to ensure alignment with activity objectives;
  • Providing social and gender analysis in cooperation with M&E personnel to prepare required assessment and research reports; and
  • Training and creating awareness among local organizations and IPs on how to include gender and inclusion in their project implementation and M&E practices in coordination with the Senior Capacity Building and Training Specialist and the CLA team.

Job Requirements

Required Qualifications:

  • A master’s degree in sociology, gender studies, economics, public policy, political science, international development, education, psychology, or related field;
  • Excellent oral and written communication skills in English and Amharic
  • A minimum of 5-7 years of experience working on gender issues in a development context
  • Excellent analytical and communications skills;
  • Knowledge of research methods and statistics;
  • Experience with conducting gender analysis and with integrating gender-inclusive and gender-sensitive frameworks in research activities;
  • Ability to conduct briefings and presentations to various stakeholder audiences;
  • Ability to train and provide instruction;
  • Prior experience working on development projects in Africa.

Preferred Qualifications:

  • Data analysis skills in software such as STATA, SPSS, or R
  • Experience working on USAID projects in East Africa with a gender focus
