The purpose of the Monitoring and Evaluation (M&E) Officer position is to ensure the She Thrives Project data collection, compilation, and documentation of implementation progress, lessons, and project-level data. The M&E officer monitors the quality of field-level data and ensures proper reporting. She/he will oversee the monitoring, evaluation, analytics, and reporting of performance and results of the project. She/he will oversee the data management of direct service participants of the project. She/he will lead activity, output, and outcome efforts to strengthen monitoring and evaluation and performance reporting within the operational area of the project. This position reports to the Learning, Design, and Measurement (LDM) manager.
RESPONSIBILITIES AND TASKS
Monitoring, Evaluation and Reporting
- Assists field staffs particularly front line staffs of the project and Implementing partner(IPs) in developing regular data collection format, in field supervision, and data base maintaining, analyzing and interpreting data and ensuring forward accountability to the community and learning;
- Assists and conduct project monitoring and supportive supervision at operational sites of the project
- Assists and conduct joint monitoring and coordination meetings with IPs and other stakeholders.
- Conducts and participate on data quality assessments and validation
- Assists and participate on project bassline evaluation, mid-term evaluation, end line evaluation, outcome survey and other project start up surveys and assessments
- Assists and leading the monitoring system of the project direct beneficiaries /participants.
- Participate and provide inputs for the development of Comprehensive Monitoring Evaluation plan (CMEP).
- Provides regular support for direct beneficiaries/participants services data collectors, and providing feedbacks.
- Assists IPs and CARE staffs in overall MEAL and reporting system
- Assists project staff in reviewing and revising project M&E plan and indicators as required
- Leading the role for preparation of dip implementation plan of the project and breaking down for each operational Woredas.
- Provides reporting feedbacks to CARE project staffs and IPs
- Assists, preparing and submitting government reports
- Assists the project staffs of CARE and Implementing partner in understanding activity/output/outcome project level data;
- Organizes participatory monitoring events along with the facilitators and partners and communities
- Participates on project performance review meeting at different level
- Collects and provides information and technical support in the preparation of quarterly or biannual reports
- Ensures the implementation of project performance monitoring plan (PMP) /framework.
- Ensures consistency of information in different reports
- Participates in the formulation and revision of different reports and plans
Program Progress Tracking
- Identifies indictors which are reliable for data quality assessments
- Ensures all project and partner staff use the same and latest versions of data collection and reporting forms.
- Supports and produces monthly, quarterly, semiannually and annually project tabular reports by reconciling with the narration reports.
- Analyzes plan versus achievements of the project and identify justifications for under achievements or over achievements.
- Ensures cross cutting issues such as, gender and age are effectively addressed/ mainstreamed in all project implementations as part of ensuring accountability.
Data/Information Management
- Supports the M&E team of the project in the development of automated Direct Participant Monitoring System (DPMS) for direct service recipient of the project.
- Supports the M&E team of the project in the development of tool design on DHIS2 platform
- Manages routine data, including data cleaning and entry in the DHIS2 platform to ensure completeness and quality
- Ensures all devices that will be used for direct participant monitoring system are functional with correct programming and are available for use.
- Report any errors identified during data review to appropriate team members and assist in resolving issues
- Assists direct participant targeting, recording and reporting. Assist the analysis of latest child labor data and data collection system and process
- Assists the development of simple Management Information System (MIS) to capture datas for non-direct participants of the project
- Provides Village Saving and Loan Association (VSLA) data on CARE standard system.
- Ensures effectiveness and adequacy of systems to track flow of information on inputs utilization and project participation, including the process of beneficiary selection and project prioritization;
- Ensures all the data's of the project is collected, cleaned, stored , reported and documented properly
- Verifies and assess data as planned in the CMEP/PMP, .and ensures the project and partner staff receive regular feedbacks on the quality of their submitted forms or reports according to the guidelines (i.e., accuracy, completeness and timeliness).
- Updates the program information system on regular basis.
Capacity Building
- Assists the field program staffs and IPs in organizing M&E related capacity building workshops/trainings to stakeholders and indirect participants of the project.
- Compiles and share project related data among field office staff;
- Coach and mentor the front line staff on how to handle apparatus/tablets for data collection
- Identifies and fills gaps on data collection system of the project.
Knowledge Management
- Assists and conducts learning assessments and produce learning briefs and other knowledge management products.
- Assists and produces success stories , rolling profiles, and most significant change stories
- Organizes and participates on learning events and experience sharing
Job Requirements
EDUCATION/TRAINING
- Bachelor's degree in Social Science, Statistics or other related fields.
- Knowledge of statistical software for both quantitative and qualitative data
Desired:
- Job related experience and maintaining program database, generation of data and qualitative and quantitative data analysis skills.
- Experience related to data collection platforms, DHIS2 and KOBO.
EXPERIENCE:
- 3 – 5 years job-related experience.

TECHNICAL SKILLS
- Well organized, which gives attention to details and have some analytical skill;
- Computer skill particularly Microsoft Word, Excel and Power Point;
- Good oral and written communication and interpersonal skill;
- Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainability;
- Proficiency in English and local language both verbal and written.
Desired:
- Utilizing programming and statistical software (such as SPSS) to compile data and information for various systems, and knowledge of basic monitoring and evaluation and research tools;
