Plan International Ethiopia is looking for Healthy Village Project Manager for Country Office who will be reporting to the WASH Lead.
Dimensions of Role:
- The post holder will report to the WASH Lead and will be responsible for the Healthy Village Project with budget close to xx dollar and provide budget oversight for field-based project implementation.
- The post holder will manage the Healthy Village project and supervises all field-based staffs under the HV project.
- The post holder is responsible to manage project design, implementation and monitoring and evaluation of the HV project.
- She/he ensures smooth teamwork within and across the CP while enhancing integration among other programs. Key components of the position include operationalization of the country program, advocacy and networking, developing and strengthening partnerships, resource mobilization and team management. She/he will work to ensure smooth working environment between the country office team and the field respective staff.
The position will be based at the Country Office.
Typical Responsibilities - Key end Results of the Position:
Project design, implementation and reporting
- Manage the implementation of Healthy Village project activities, ensuring donor compliance while meeting all technical and program quality standards as well as managing the team’s performance of project tasks and activities
- Project cycle management processes and tools (including detailed implementation plans) effectively implemented to achieve project results and comply with donor requirements, government, and partnership agreements.
- Knowledge of detailed project implementation and procurement plans are updated and openly communicated on a monthly basis in line with the project progress and results,
- Manage the project human resources and provide technical support, training and capacity building.
- Manage the project budget through the passing of timely orders, the preparation of monthly forecasts and the monitoring of expenditure.
- Expenditure is monitored monthly to ensure spending is on track and forecasts are duly updated based on project needs and in compliance with donor regulations.
- Track the progress of activities, ensure the collecting of program indicators and provide on-time internal status reports and external donor reports.
- Quality programmatic and financial reports are prepared on time and in line with Plan International and donor standards.
- Effective monitoring and evaluation system, tools and processes are developed for measuring the results of the project, and project data is collected, and validated by and shared with relevant stakeholders.
- Identify and monitor risks, constraints or escalating issues, and inform the hierarchy accordingly.
- Ensure program strategies in gender equality and women’s empowerment are responsive to the context, implemented consistently across all project activities, and adhere to best practices in the sector.
- Compliance tools and frameworks are designed, implemented and maintained ensuring the project is consistently ready for audit
- Coordinate with other technical departments to ensure a common approach, synergy and sharing of information
Resource mobilization
- Develop program funding portfolio through conducting rapid needs assessments, writing concept notes and proposals, undertaking technical feasibility studies, preparation of designs and bills of quantities, preparation of tender documents and generally supporting the development and implementation of Water and Sanitation systems based on Plans’ corporate procedures to enhance resource mobilization efforts to reach more children and communities.
- Identify potential grant projects and provide technical inputs to grant proposal development, monitoring and reporting.
- Ensure that projects are implemented in compliance with donor requirements and in line with Plan’s grant management systems.
- Ensure efficient utilization of grant funds for the programs in close collaboration with all relevant staff at the country and field levels.
- Prepare and submit periodic narrative and financial reports in a timely manner according to Plan and donor requirements
Monitoring and evaluation
- Monitor project implementation processes, coordinate evaluations, share learning’s and document best practices.
- Prepare quality and timely preparation of annual progress reports including case studies and lessons learnt and preparation & documentation of quality case study on best practice.
- Monitor and evaluate programs and project implemented by Plan and its partners
- Identify, document and disseminate best practices from within and outside Plan to staff and other development partners.
- Prepare and submit periodic narrative and financial reports in a timely manner according to Plan and donor requirements
- Ensure project learning and achievements are documented and disseminated widely
- Ensure all project documentation is filed and organized for accountability purposes
Program integration and mainstreaming
- Mainstream disaster risk reduction and emergency response interventions as well as inclusion and gender in relevant program designs and implementation.
- Ensure mainstream of child protection in all programs as well as observe the child protection policy and be vigilant to report all child protection concerns.
- Mainstream child centered community development approach in the project cycle to achieve appropriate participation of stakeholders and help them play a leading rolls;
- Foster collaboration and support at program level to develop plans for integrating programs with other thematic areas.
Partner development and strengthening
- Provide technical assistance and build the capacities of local partners in project management.
- Provide high level guidance to field staff on smooth partnership management for enhanced project implementation.
- Ensure that appropriate partner assessment is done on time and communicated to relevant staff.
- Ensure adequate stakeholder consultation and participation at all stages of the project implementation.
- Manage and monitor partnerships with implementing organizations, including their efficient utilization and timely accountability of funds allocated.
Networking and representation
- Establish partnerships and networks with consortium partner-Max Foundation, other NGOs, Government bodies, forums and CBOs for cross learning, identification of lessons learned, best practices, resources mobilization and scaling-up to enhance program initiatives
- Network effectively with others to draw information and knowledge for the development of project inputs and strategy development.
Represent PIE in WaSH clusters and forums at national level per need.
Staff Development and Management
- Actively participate in country program team meetings in an open, cooperative and proactive manner and contribute towards ensuring smooth departmental collaboration and coordination.
- Ensure equal and fair opportunities and representation of both sexes and persons with disabilities in the program area.
- Organize regular performance review meetings to assess progress and communicate any changes in strategy with the key project stakeholders
- Build the technical capacity of Plan staff and community volunteers and also ensure optimum community involvement in the conceptualization, development, management, monitoring and evaluation of the program.
- Appraise field program coordinator’s performance and ensure capacity building support is provided regularly.
Dealing with Problems:
- The post holder understands organizational strategies and contributes to its fulfilment by supporting the team to play their roles and implement programs in accordance with organizational goals and requirements. Demonstrates problem solving ability, strategic thinking and promotes innovative ideas.
- Working at the country level to give support to HV team at PA, the position influences country and PA colleagues to adhere to required implementation standards in an integrated manner to support the sustainability of the country program.
Communications and Working Relationships:
- To maximize impact through the optimized contributions of others, the post holder will be required to initiate, develop and maintain a range of working relationships, including with government counterparts, implementing partners and other development organizations.
- Effective working relationships within Plan are also essential. The job holder will have frequent communication with CO and PA Program teams, Program Area Managers, Plan staff and various internal staff networks as well as National Offices.
Job Requirements
Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:
Educational Qualification and Experience
- Academic Qualification BSc/MSc in WASH related studies (Water Supply & Environmental Engineering, Hydraulic/Irrigation Engineering, Civil Engineering)
- Proven experience (minimum 7 years for BSc & 5 years for MSc) in leading Integrated Water, Sanitation and Hygiene & Nutrition projects that delivered high quality programming and gender transformative results, preferably in an emergency setting
- Progressive experience working for INGOs in increasingly senior level management positions.
- Proven experience in directly managing a diverse team including technical and finance staff ensuring high levels of motivation, commitment, capacity and teamwork.
- Demonstrable experience managing multimillion-dollar institutional grants through donors like USAID, UNOCHA, Max foundation
- Strong understanding and proven application of project cycle management.
- Strong experience in partnership management and aptitude for cultivating strong relationships with multiple stakeholders including women’s organizations, government, and donors.
- Experience leading cross-functional and remote teams to deliver results.
- Ability to establish priorities in a time sensitive environment, track project performance, meet deadlines, and ensure high quality deliverables.
- Ability to fully function in English (verbal and written) in essential. All donor reports, deliverables and communication will be in English.
- Proficient computer skills and use of relevant software and other applications (e.g. word processing, spreadsheet, database, internet).
Knowledge
- Extensive knowledge on WASH and Food Security, Nutrition & the sector environment.
- Knowledge of human resource and coordination role.
- Understand organizational principles, systems and have the ability to provide leadership and support to staff working at community level.
- Understanding of integrated development issues
- Knowledge of child-rights programming
- Knowledge of participatory Monitoring, Evaluation and Research systems and processes
