ABOUT THE POSITON:

The Senior Logistics Officer is responsible for introduction of all GOAL logistics polices, paper trail and procedures in each section of logistics. S/He is responsible for maintaining warehouse, Asset and compound management system is in place. In cooperation with Logistics Coordinator, he should continuously work on implementation of the recommendations and changes provided by Roving Logistician within the schedule and Terms of Reference provided by Logistics Coordinator.

KEY AREAS OF ACCOUNTABILITY/DUTIES:

Warehouse Management

  • Supervise function of the warehouse Manager and store personnel and ensure implementation of warehouse and stock management systems in place are incompliance with GOAL standards described on the Logistics Manual.
  • Supervise/implement all standards and exercises for stocks accountability and records are in place, and are sufficient
  • Ensure an efficient system of replenishment of regularly used stocks is in place in Addis Ababa warehouse.
  • Ensure regular stock taking is carried out in accordance with the GOAL requirements stated on the Logistics Manual and this is reported on monthly basis.
  • Undertake any disposal recommendations of stock items for management decision.
  • Stocks utilization and replenishment systems are adequate to both logistics procurement and delivery capacities and programs implementation.

Tender and Contract Management

  • Ensure timely release of advert/announcement is in place for any GOAL Ethiopia tender
  • Organize tender opening and closing with the relevant tender committee members.
  • Ensure correct tender documents, analysis and the selection is applied.
  • Update and manage contract tracking system
  • With the help of GOAL Legal Officer, ensure all contract agreements are in line with Ethiopian Law & GOAL Terms & Condition.
  • Prepare and manage contracts in line with the GE contract management standards
  • Ensure that contracts are monitored and renewed as deemed necessary on time.

Compound management

  • Responsible for all office and guest house compound management.
  • Supervise the works of Multi Skilled maintenance worker and ensure that all necessary maintenance is carried out on time in the office and Guest compound.
  • Ensure both compounds are clean and neat.
  • Undertake and or recommend to have good compound management system in place.

Liaison and Customs clearing and contracts management

  • Undertake customs clearing by following proper paper work and documentation for imported goods.
  • Participate in meetings representing GE when requested by senior management.

Other

  • Other tasks and responsibilities as directed by the Logistics Coordinator.
  • Fulfil GOAL Ethiopia reporting requirements.
  • Facilitate regular logistics meetings within Addis Ababa.

Job Requirements

  • BA or Diploma in Purchasing, Supplies Management or related field with a minimum of 5 years relevant experience for Diploma and 3 years relevant experience for BA of which 1 year should be in supervisor role for BA holder and 2 year should be in supervisory position for Diploma holders;
  • Familiar with donor guidelines; USAID/OFDA, ECHO, EHAF, etc.
  • Keeping organizational confidentiality
  • Experience liaising with government bodies, UN agencies and other NGOs and customs clearance.
  • Demonstrated management skills to deal with a myriad of tasks.
  • Good team player, flexible and capable of working with an international country team.
  • Ability and willingness to travel to locations outside Addis Ababa and live in sometimes-basic conditions.
  • Good computer skills, including familiarity with Microsoft Word and Excel and Database.
  • Outgoing personality with excellent communication and training skills.

Desirable quality, skill and competence

  • Diplomacy and negotiation skills
  • Ability and experience in change management, including implementing new systems and bringing new and existing staff ‘on board’.
  • Excellent team leader and builder, communicator, facilitator and trainer.
