Background

Under the current circumstance in Ethiopia, currently there is a heavy influx of ex-combatants who will require assistance to reintegrate into communities after long periods in exile. Hence, to secure sustainable and peaceful reintegration of the ex-combatants having returned to their communities IOM along with the Government of Ethiopia is going to implement a disarmament, Demobilisation and Reintegration Project.

Under the overall supervision of the DDR Programme Manager, direct supervision of the Regional DDR Project Officer, and working in close coordination with the Transition and Recovery team, the successful candidate will be responsible for the day to day implementation of the self-employment activities, particularly on-farm based component of the reintegration assistance for ex-combatants through training, consultation, mentorship, business planning, follow up, referral and linkage as well as material and technical support to beneficiaries. The candidate will be based in regional state where Project Coordination Unit will be set up for the implementation of DDR project and serve as the IOM’s on-farm based/agriculture-based assistance focal point for the DDR project in the regional state.

 In particular, he/she will:-

Responsibilities and Accountabilities:

  • Identify, document, counsel, assist and follow up ex-combatants with skills, interest, capability and opportunity to pursue tailored on-farm/agriculture-based self-employment for reintegration and regain civilian status;
  • Support ex-combatants to develop viable business plan (VBP) based on analysis of socio-economic survey as well as individual assessment on interests and preferences as well as in consultation with Regional Project Officer and staff, GIZ Information Counselling and Referral Services (ICRS) team;
  • Prepare a package training, material and technical needs of ex-combatants opting for farm-based self-employment based on specific geographical and livelihood maps of residential areas of ex-combatants as well as tailored on-farm livelihood preferences;
  • In collaboration with regional project officer, admin and finance assistant and procurement and logistic assistance, facilitate the procurement as well as coordinate and monitor the distribution/provision of agriculture support tool-kits to beneficiaries according to needs, preferences as well as quality and quantity agreed with beneficiaries and partners;
  • Organize and participate in the delivering of appropriate capacity building and technical skill development trainings in collaboration with regional/zonal or woreda level agriculture and rural development bureaus and offices such as in the area of specific agriculture sectors ex-combatants engaged on as well as financial literacy, book keeping and account management;
  • Carry out regular field visits to provide on-job training, follow up, guidance and mentorship to ex-combatants in pursuing farm-based livelihood.
  • Collaborate with M&E Assistant and the project team to periodically collect, analyse and report on beneficiaries’ progress on self-employment effort in the agriculture sector;
  • Coordinate with the IOM field office’s finance and admin team and relevant partners to track and document progress. Document challenges and lessons learnt while also ensuring the collection and documentation of all supportive documents and proof of receipt of entitlements from beneficiaries.
  • Develop and put in place appropriate templates and tools required to collect data to inform and facilitate smooth and regular sharing of information with partners, stakeholders, project team and donors;
  • Collaborate with project staff, partners and local authorities and service providers to identify vulnerable groups and monitor that assistance provided to them are convenient, user-friendly while applying do no harm approach.
  • Collect and analyze relevant information on project mechanisms including progress, challenges and achievements and lessons and provide regular update to the regional project officers, DDR team and the Project Coordination
  • In collaboration with referral assistants for reinsertion, medical and psychosocial assistance, self-employment and community cohesion, identify opportunities for enhancing efficient use of resources for both adequate standard of living as well as self-reliance.
  • Prepare, compile and/or review monthly, quarterly and/or annual internal and external project reports regarding on-farm assistance.
  • Perform such other duties as may be assigned.

Job Requirements

Required Qualifications and Experience

Education

  • Bachelor’s degree in agriculture, rural development, economics or related field from an accredited academic institution.

Experience

  • 5 years of relevant professional experience.
  • Proven experience with on-farm based rural agriculture programming as well as solid experience on planning and implementation of similar interventions;
  • Substantial experience in the design and implementation of training and capacity building in rural development setting, small-scale grants, preferably with experience in the field of research, monitoring and/or evaluation;
  • Sound knowledge of development program planning and implementation objectives;
  • Very good communication and interpersonal skills
  • Supervisory/basic managerial skills
  • NGO/INGO experience is a plus

Languages

  • Fluency in English is required;
  • Working knowledge of other local languages i.e Somali for Jigjiga candidates.

  • Good knowledge of assessments, researches methodologies and tools and data collection skills in sensitive issues such as conflicts;
  • Personal commitment to the mandate of the Organization, a quick learner, a strong drive for results, efficiency and flexibility;
  • Ability to maintain effective working relationships with key counterparts, government authorities, international organizations and other partners;
  • Ability to work effectively and harmoniously in a team and with colleagues from varied cultures, professional backgrounds and respect for diversity;
  • Ability to prepare clear and concise reports.
  • Good level of computer literacy; proficient in Microsoft Windows and MS Office applications including outlook.
