Role Purpose

In Ethiopia, Plan has more than 25 years of experience in implementing its programme. Currently PIE mainly operates in seven geographical areas; Amhara, Oromia, SNNPR, Gambella, Benishangul Gumuz, Afar, and Addis Ababa City Administration on different projects funded by different donors including sponsorship.

Plan International Ethiopia's main purpose is to seek Gender Justice for Girls, Adolescent Girls, and Young Women. We aim to help create an enabling environment where girls, adolescent girls, and young women are safe, valued, equally cared for, and have equal opportunities. PIE will contribute to the global strategy by aiming to reach directly 2.1 million Girls, Adolescent Girls and Young Women over the period of the strategy 2020-2024 and to reach an additional 6.3 million beneficiaries through its interventions.


The position holder will be responsible to applay and realization of the PIE’s strategy by closely working with Programme Area program Team in operationalization of inclusive country right/ need specific policies, strategies in Skills & Opportunities for Youth Employment and Entrepreneurships (SOYEE), contribute in mobilising resources, coordinate implementation, involve in capacity building, ensure quality of projects under custody, build partnership with relevant organisations. 

Accountabilities and MAIN WORK ACTIVITIES

Planning, Implementation and monitoring

  • In consultation with stakeholders prepare annual work plan of the project.
  • In collaboration with kebele beneficiary selection committee facilitate beneficiary selection for different capacity building support
  • Facilitate different workshops and plate forms in the youth center
  • Identify capacity building needs of marginalized youths and link them with Bahir Dar city model multipurpose youth center
  • Facilitate Capacity building trainings for marginalized youth in the youth center
  • Facilitate establishment of different youth committees in the youth center
  • Engage and work closely with stakeholders and partners in strengthening and increasing access to youth empowerment services.
  • Foster collaborative environment and team spirit among partners and stakeholders
  • Closely work with partner organizations in the course of project planning and implementation
  • Conduct regular monitoring visits, support youths at the youth center and prepare reports for documentation and follow-up actions
  • Coach and mentor youths to make them youth champions
  • Encourage and advise youths to generate innovative business ideas
  • Support youths in facilitating different community outreach services
  • Provide any project updates on regular bases
  • Report training /workshop activity as well as distribution of materials
  • Prepare quarterly progress report of the project and professional associations.

Capability building

  • Support youths to understand plan’s organizational vision, mission, strategic direction and other organization policies.
  • Socialize and nurture Plan Values and Behaviors in the youth center
  • Create an enabling working environment across different department unites to foster excellent teamwork and high performing staff.
  • Oversee the delivery of effective capacity building trainings for youths
  • Support youths to gain the necessary vocational skill trainings  

Other Responsibilities

  • Perform additional assignments as needed.
  • Seek and promote innovative ideas, approach to ensure quality of work

Partnership development & strengthening

  • Establish links and good relationships with relevant government, NGOs, CBOs, academic and research institutions in the area of child survival to draw information and knowledge for project efficiency and effectiveness. 
  • Develop and strengthen the capacity of youth centre in project management & technical aspects. 

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that all staff in the unit/function/ project are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
  • Ensures that the Programme Area contributes to Plan Ethiopia / Plan International’s global efforts to and GEI, including making sure that relevant reporting aAccountabilities and MAIN WORK ACTIVITIES

Job Requirements

  • BSc/BA degree in Economics, Agriculture, Livelihood, Social work or equivalent.
  • A minimum of four years of experience out of which two years in NGO experience
  • Demonstrated experience in working youth empowerment/employment or Economic Empowerment projects.
  • Experience in Capacity building, training & facilitation in soft & hard skills, job creation, and community managed saving & loan association, working with microfinance institutions, business development, ICT4D, etc.
  • Experience in working with vocational training centers, Liaoning and networking with local implementing partners, and private sectors.
  • Clear understanding of relevant governments policies, strategies, programs and priorities related to youth employment and livelihood

Qualifications/ experience desirable:

  • Knowledge of development issues, trends, challenges and opportunities and implications to community development.
