Job Summary

Terms of Reference (ToR) For Leadership, Finance and Grant Mentorship and Coaching Support

 Background

The Civil Society Support Programme Phase2 (CSSP2) is a capacity development programme designed to support Ethiopia’s civil society to contribute to responsive and accountable governance for better equitable and inclusive access to services and an improved environment for the promotion and protection of the human rights of all Ethiopians.

CSSP2 is funded by the people of the United Kingdom, Ireland, Sweden, and Norway. The value of the fund is about £17m for a programme duration of three years (2018−2021). The programme is managed by the British Council, in consortium with Pact UK and Social Development Direct. To provide closer support to CSOs, the programme established five regional Hubs (at Dessie, Dire Dawa, Assosa, Hawassa and Addis Ababa) reporting to the secretariat in Addis Ababa.

Capacity Development (CD) is one of the key workstreams of the programme to create capable CSOs for effective delivery of projects and engage with government, hard to reach communities and among themselves, and meaningfully contribute to the overarching objective of the programme.

Purpose of the Call

The purpose of the call is to invite interested consulting firms/service providers with relevant qualification and experience to provide long term mentoring and coaching on leadership; and on financial and grant management to CSSP2 Civil Society Organization (CSO) partners. The mentoring and coaching task will take 12-15 contacts (including the initial meeting with the CSO and terminal report writings), each contact covering 3 working hours and taking place within 3 consecutive months. However, there will be flexibility depending on the situation the consultant will be assigned for and the geographic context the CSOs are in.

Role and Specific Tasks

The consulting firm/service provider will have the following roles and specific tasks.

Take part in meetings and/or introductory orientation session organized by the CSSP2 for the execution of the assignment;

  •  Conduct initial meeting with the CSO partners assigned and prepare detailed mentoring and coaching plan within a week of the contract signing. Joint identification of focus arees for the mentoring and coaching assignment focusing on finance and grant management as well as leadership along with goals to be achieved is mandatory. The mentoring and coaching plan should be approved by CSSP2.
  • Based on the agreed goals with the CSO and CSSP2, the consulting firm/service provider shall undertake the mentoring and coaching service on the two specific organizational capabilities. Closely work with the assigned responsible personnel of the CSO partners.
  • Prepare and submit at least two reports. One is an end of month report regularly on the progress of the mentorship and coaching sessions to CSSP2 (Team leader, Deputy Team

Leader, Capacity Development Lead, Grant Manager, Compliance and Partnership Manager, Hub manager and head of the CSO partner) that clearly indicate the status of the agreed goals; where the last report should be comprehensive including process, achieved goals, way forwards and possible recommendations.

Job Requirements

Selection Procedure and Requirements

The selection of consulting firms/service providers will be based on the following criteria.

  •  Relevant experience and qualification. A thorough understanding of CSO leadership, finance, and grant systems and the recent CSO proclamation (1113/2019) is very important. Having expertise in finance and grant management, (CSO) leadership, mentorship and coaching will also be critically important. Applicants will be assessed based on information/evidence in their application and interview with short-listed candidates may be conducted to ensure that they possess the required skills and sufficient professional experience.

The required profile of each service provider/consulting firm is provided below along with educational and experience criteria.

Assessment criteria for Individual service providers:

A minimum of master’s degree in Accounting, Finance, Management, Social Work, and related development areas is required. Thorough knowledge of the current context of civil society organizations in Ethiopia is crucial.

Specifically, satisfy the following specific criteria:

  • At least 10 years of relevant professional experience;
  • Demonstrated experience in finance, grant, leadership and related mentorship programs;
  • Demonstrated experience in preparing plan and performance report based on national and international standards;
  • Demonstrated skills with examples in leadership, governance, integrating gender equality and social inclusion in CSO systems and structures, strategic planning, partnership, community mobilization, monitoring and evaluation, finance and granting in the CSO context. Development of systems and materials along with training provision in the areas is an asset.
  • Fluency in speaking, reading and writing in English and local languages (as service providers may support CSOs in different regional states knowledge on the local languages are desirable.)
  • The quality of technical proposal and cost-effectiveness (Please see below)

Assessment criteria for Consulting Firm based service providers:

  • Strong firm profile in the mentoring and coaching service provision to CSOs
  • Can provide the mentoring and coaching services for 4-6 CSOs and present the profile of each team members’ CV with the application.
  • Fully adhere to the responsibility of assigning qualified staffs as listed above and show mechanism on how to ensure the service delivery.
  • Set a realistic mechanism to the report and travel related arrangements.
  • The quality of the technical proposal (Please see below)
