Job Summary

Position: Shelter Team Leader Pugnido Gambella

Reports to: Shelter Coordinator

Supervision of: Shelter and other CCs Field Teams

Duty station: Pugnido 1 & II refugee camps Gambella

Travel % : 90% within Gambella region

Duration and type of contract: 9 Months

Role and responsibilities

The purpose of the Team Leader Pugnido position is to coordinate, consolidate and ensure smooth implementation of programme and operations activities and represent NRC to relevant stakeholders in Pugnido 1 and II refugee camps in Gambella region.

Generic responsibilities

  • Adherence to NRC policies, guidance and procedures.
  • Coordinate, consolidate and ensure smooth implementation of programme activities.
  • Ensure adherence to relevant logistics, programme, safety and security and PSEA policies and guidelines in the field office.
  • Represent NRC to relevant stakeholders in Pugnido 1 and II refugee camps.
  • Ensure the safety and security of staff, premises, materials and assets
  • Directly manage the implementation of shelter project activities in collaboration with the Shelter Project Coordinator/Manager.
  • Provide regular progress reports to the Area Programme Manager
  • Promote the rights of refugees in line with the advocacy strategy.

Specific responsibilities

The Team Leader Pugnido will coordinate, consolidate and ensure smooth implementation of programme and operations activities and represent NRC to relevant stakeholders in Pugnido I and II refugee camps. The key responsibilities will include but not limited to;

Manage the implementation of Shelter and ICLA Project Activities in Pugnido I & II

  • Coordinate with the ICLA and Shelter Project Coordinators for the implementation of ICLA and shelter project activities in Pugnido I and II refugee camps.
  • Directly supervise the shelter team in Pugnido I and II refugee camps.
  • Provide weekly status updates on the implementation of shelter and infrastructure projects in Pugnido I and II refugee camps.

Coordination

  • Provide general support and guidance to the field team in Pugnido I and II refugee camps.
  • Coordinate integrated program assessments, new projects design for all relevant CC, planning and reporting for the Pugnido Field Office.
  • Build the multi-CC team in Pugnido field office to function as a unit.
  • Participate in interagency meetings and other coordination fora in Pugnido as a field level representative for NRC.
  • Seek the advice and /or approval of the Area Manager for any important decisions that have an impact on the NRC operations in Pugnido.
  • 3.   Ensure that NRC procedures and donor regulations applicable to projects implemented in Pugnido I and II refugee camps with regards to program, logistics, security, HR, and administration are closely followed.
  • Manage all or part of support staff, program support activities, administration, and security of the Field Office.
  • Ensure the proper set up / rehabilitation / running of field office premises (office / guest house), the functioning of supply chain, the organization, planning, and maintenance of the fleet and equipment, and the functioning of the means of communication appropriate for the Field Office.

Security

  • Ensure the security of staff, premises, materials and assets.
  • Monitors the political, economic, and social environment in the area, assess and analyze the risks, and report the security situation and
  • Ensure adherence to safety and security procedures relevant to the context.

  • Degree in Civil Engineering or equivalent commensurate experience of at least 5 years in Gambella or similar region
  • Minimum 4 years of practical experience in project management at field level.
  • Experience of working in complex and volatile contexts
  • Technical in Shelter and Construction
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and local languages spoken in Gambella region, both written and verbal 

Context/ Specific skills, knowledge and experience:

  • Experience working with NGOs is an added advantage
  • Experience of working with refugees from South Sudan.
  • Residents of Gambella will be given high priority in the recruitment process
