Background

HelpAge International(website) is the secretariat to the HelpAge Global Network, which brings together a wide range of organizations and individuals working to promote the rights and meet the needs of older women and men, nationally and/or internationally. At the core of this network, are civil society members, a group of civil society organizations working with older people around the world. These organizations share a vision of a world in which all older people are valued, and lead dignified, healthy and secure lives. HelpAge has been operating in Ethiopia since 1992 and has been involved on thematic sectors including social protection, health and wellbeing, emergency response, capacity building of partners and advocacy efforts.

Since 2014, HelpAge International has been responding to the needs of south Sudanese refugees’ influx with special focus on specific needs of older people and PWDs in Gambella region. These humanitarian response project will be implemented with full engagement of older people and other persons with specific needs and in close consultation and coordination with ARRA, UNHCR and other humanitarian actors involved in various sectors of refugee responses.

Job Summary

To provide a comprehensive and effective financial and bookkeeping service to the Ethiopia office. The assistant Finance and bookkeeper will assist the finance officer and manager, Head of Finance and Operation in ensuring that Ethiopia office is provided and well supported in all areas of Finance that contribute to the work efficiency of the organization.

Job responsibilities

Finance

  • Ensure the availability of adequate petty cash as per the limit stated in the financial guidelines of HelpAge.
  • Handle payments and receipts as well as vouchers and processes according to the established rules and procedures.
  • Prepare petty cash payment vouchers and effect payment as approved by the HF&O and any designate.
  • Ensure timely settlement of income tax, pension, provident fund and withholding taxes.
  • Make sure that vouchers are checked, verified, and authorized by a finance officer and the Finance Manager, Prior to the Head of Finance and operation final approval.
  • Conduct monthly cash counts and report that cash count to the Finance Manager or Finance Officer.
  • Request replenishments of petty cash when 75% of the fund is utilized & at the end of each month.
  • Record the day-to-day transactions on Cash Book and submit it to Finance Officer, with in three days, after the end of every month.
  • Ensures the completeness and validity of supporting documents that would be presented for settlement.
  • Ensure that all supporting documents are stamped by paid stamp.
  • Ensures the proper documentation of all financial documents and handing over to Finance Officer at the end of each month.
  • Ensures the clearance of check on hand at the end of each month.
  • Other duties assigned by line manager.

Job Requirements

Person Specifications

Essential

  • University Diploma or degree in Accounting with at least 5 years extensive experience for Diploma holder or 2 years of experience for degree holder.
  • Finance experience in handling cash and record keeping in a busy office environment.
  • Excellent communication skills in both written and oral English and Amharic
  • Ability to manage filing systems quickly and systematically. Use of Microsoft excel and word is mandatory
