JOB SUMMARY:

  • She Thrives project has different interventions to be conducted at community level, with partner organizations and government ministries mainly women and children affairs, Ministry of agriculture and Ministry of labor. In consultation with the project director and advisors, she/he will be responsible to lead systematic and comprehensive assessment of technical gaps among staff as well as partners and government staffs to devise feasible mechanisms and approaches to fill the gap and improve quality of service provided by the respective organizations.
  • She/he is responsible for the introduction and follow-up of various capacity building tools and techniques conduct comprehensive supervision and monitor the implementation of the program. In collaboration with the project staffs the advisor is responsible to organizes and facilitates various trainings for counterpart and project staff.
  • She/he facilitates and follow-up with proper monitoring of the governance and policy advocacy activities provided and document outputs and outcomes of the project. 
  • She/he is responsible to provide advice, TA and guidance to program staffs and partners as well as other related health projects within the health sector of CARE Ethiopia. The advisor will report directly to the project director, and will work closely with other technical advisors and program staffs to ensure program quality and impact.

RESPONSIBILITIES AND TASKS

Job Responsibility #1: Program planning and implementation,

  • Develops and designs concepts, and inputs into problem identification, causal and problem analysis to support operationalization of governance, economic strengthening, gender strategies and policy advocacy activities.
  • Participates in the projects detailed implementation plans (DIP), at the start-up and annual reviews, to ensure governance and gender-responsive project planning
  • Supports definition of areas (and appropriate methodologies) for the child labor reduction project’s engagement in at governance and gender.
  • Participate or familiarize the implementation strategies, methods and guidelines for sustainable livelihoods and women empowerment interventions
  • Facilitates the adoption and implementation of governance and Gender related to child labor reduction polices and strategies.
  • Develop concepts and inputs into problem analysis, and design process to support the integration of child labor reduction.
  • Participates in project planning, design and evaluations to ensure program qualities are properly considered and integrated.
  • Facilitate the adoption and implementation of national guidelines, international standards and donor protocols.
  • Work with other advisors in the program and in country office to design standards and strategy documents based on learning.      
  • Conduct assessment and analysis of project implementations and change processes to ensure quality and community level implementation.

Job Responsibility #2: Capacity Building and technical Support on gender and governance

  • Assess capacity and quality gaps in the project planning and implementation processes and design quality improvement and assurance strategies/mechanisms  
  • Take the lead responsibility in conducting participatory situation analysis, develop a plan, budget and time line for implementing planned activities by the projects.
  • Organize and co-facilitates ToTs to CARE and counterpart sector offices and government staffs in relation to gender and governance; closely monitor outcomes of capacity building efforts, reporting and sharing progress notes to team members. as well as plan and implement on ongoing support to maintain quality  
  • Assists the Project managers and other members of the She Thrives project in implementing project activities in accordance with project design, implementation plan and assessments; with expected qualities and community reachability,
  • Introduces and follow up quality improvement approaches and tools;
  • Participates in base line surveys, mid-term and final assessment, training and other related activities;
  • Ensures effective implementation of project strategies at the project level, review reports from the field and provide feedbacks related to the quality of implementation 
  • Support the agriculture, SAA (social analysis action), CSC (community score card), VSLA (voluntary saving and loan associations) and gender transformative programming strongly with close follow up and support to the team at field office. 
  • Capacitate the project field teams to mainstream and adopt organizational core value, policies and procedures and program approaches (e.g Economic Strengthening, GED standards and principles) and ensure these are clearly understood and adhered to in the daily functioning of the field offices.
  • Organize, lead or promote the implementation of identified capacity building activities
  • Where needed, identify resource persons from within CARE of partners to address needs
  • Facilitate or strengthen different forums in the program areas

Job Responsibility #3: Networking and Representation

  • Establishes and maintain productive relationships with implementing partners and government ministries.
  • Represents CARE and contributes, Governance, Economic strengthening, Gender and livelihood related forums and discussions at different levels.
  • Work with emergency units, PQL (program quality and learning) staff and others to scale up the good practices and draw lessons from others;
  • Collaborates and networks with in-country like minded agencies, Zonal and Woreda personnel, CARE’s Project staffs at different levels and with external consultants to achieve the project goal.
  • Liaises with relevant government institutions and authorities to keep updated information on new or improved policies, strategies, guidelines, related with the program to inform project strategies and activities accordingly.
  • Ensures the communication of new developments in the area, strategies, concepts and approaches within the organization, with partners and other stakeholders.
  • Collaborate and work closely with PQL unit is dissemination of program achievements and new tools

Job Responsibility #4: Learning, Documenting and Sharing

  • Initiates researches/studies and share results for wider audiences in and outside CARE to enhance program quality;
  • Liaison with different programs in Ethiopia and other country national programs in the area of VSLA, microfinance, and agricultural marketing.
  • Keeps up to date with developments in the sector, including best practice examples within the country and internationally, and ensures ongoing personal development and learning;
  • Ensure the communication of micro finance and Agricultural Marketing concepts and procedures within the organization, with partners and other stakeholders.
  • Identify/ extract good practices and learning areas related to Governance, Economic Strengthening and Gender in child labor for further program impact
  • As appropriate record and document lessons from program processes and achievements
  • Share good practices and learning’s to CARE and relevant partners
  • Organize forums and experience learning visits to extract/share success stories and challenges
  • Prepares reports as deemed necessary  
  • Keeps up to date with developments in the sector, including best practice examples within the country and internationally, and ensure ongoing personal development and learning
  • Provide supportive supervision to projects, assess progress, document and share learning.
  • In collaboration with other project staff, monitors the effective and timely implementation of planned actions and activities to strengthen quality of services ranging from content of trainings, facilitation skills, curriculums used and measurements of outputs and outcomes of project activities.
  • Track and document progress made and lessons learned on issues of quality, capacity building, Monitoring and evaluation.
  • In collaboration with LDM advisor and develops monitoring and evaluation tools for close monitoring of quality implementation of the project and take corrective measures accordingly;
  • Produces reports on the activities conducted to the supervisor and relevant people under the program
  • Provide support on project reporting to ensure inclusion and proper representation of technical supports provided to the project.
  • Closely follow up to the field offices
  • Make sure the availability of the reported achievements at community level by close follow up and visit to the field offices

Job Responsibility #6: Perform other duties as assigned.

PROBLEM SOLVING (THINKING ENVIRONMENT)

While the incumbent will face all three levels of problem-solving, the biggest challenges belong to category number three. The incumbent must use interpersonal skills to pick and choose the right strategy to address a given problem and also has to deal with variable solutions, which need analysis, problem definition and development of alternative solutions.  This position is to increase the project’s and Field Offices' capacity to think, analyze, plan and operate more strategically in terms of addressing the underlying causes of vulnerability, food insecurity and the implementation of initiatives that will enhance food-insecure household’s and particularly food insecure women’s capacities in savings and loans, income generating activities, asset building and grain bank management that will assist them to cope with shocks, including grain price shocks. This will require an understanding and use of different tools and programming approaches for identifying, analyzing, prioritizing, implementing and evaluating those interventions with the highest potential for increasing the target population's resilience to recurrent shocks and increasing their livelihood security in a sustainable manner, that will assist them towards graduating from government safety net programs. 

Job Requirements

EDUCATION/TRAINING

Required:

  • Master’s Degree BSc and equivalent experience in international development and/or low, gender studies field of study directly related to child labor, agricultural development, livelihood, micro finance or a related field. 

Desired:

  • Academic experience and familiarity with issues related to Livelihood, economic empowerment, governance and Gender in child labor reduction related with Ethiopia. 

EXPERIENCE

Required:

  • 8 years of experience in development of gender transformative rural live hood, economic empowerment programs, child labor reduction interventions, and program management.

Desired:

  • Significant exposure to projects involving networking and multiple partnerships, particularly related to child labor reduction issues, good governance/democracy and advocacy;
  • Experience in the design and delivery of micro finance programs in rural areas and the Village Savings and Loan Association methodology;
  • Experience in using value chain approaches to agricultural development encompassing targeted production and marketing techniques in field program operations.
  • Working knowledge of programming in chronically vulnerable environments. 

TECHNICAL SKILLS

Required:

  • Proficiency in verbal and written English, proposal development, strategic and operational planning, budget planning and management, monitoring and evaluation, report writing;
  • Proficiency in standard office software package;
  • Demonstrated leadership ability to inspire and empower others;
  • Good interpersonal communication skill and ability to effectively liaise with government, community leaders and other stakeholders;
  • Firm belief in teamwork, gender equality, and conceptual understanding of participatory approach and sustainable development.
  • Skills in organizing and facilitating training events;

Desired:

  • Knowledge of local languages;
  • Expertise in one or more of the following program areas: nutrition/health, water/sanitation, income generation, education or HIV/AIDS, especially with a rights-based approach (RBA) focus.

The incumbent is expected to establish and maintain open and cordial relationship with relevant government partners, local government officials, donors and other development organizations working in the Livelihood economy DRR and Climate change area in order to obtain the required support and collaboration for the smooth coordination and implementation of program/project activities.

The position holder is also expected to maintain good working relationships with CARE staff in all field offices and at CARE Addis Ababa to promote and ensure complementary of development efforts and synergy of results.
