Job Summary
The HR Manager is responsible for ensuring the implementation of the Company’s strategy by providing capable & motivated workforce, and creating effective organization, governance and culture through integrated talent acquisition, performance & reward, leadership development, learning and development and staff benefit strategies, programs and policies; ensuring the implementation of HRM policies and procedures with all work units of the Company to ensure that all programs are implemented in alignment with Company strategy.
Detail Duties and Responsibilities
- Develops annual plans and objectives and lead its implementation, and monitor its execution;
- Prepares budget and tracks its implementation;
- Analyzes needs, assess the capacities of staff, and proposes continuous development program;
- Coaches and mentors employees under direct supervision towards effective career development.
- Sets goals, objectives, performance standards and signs an agreement with performers;
- Evaluates the periodic performance of his/her subordinates;
- Reviews, approve and submit functional reports to relevant organs;
- Oversees the implementation of HR strategy, policies, procedures, processes and programs across the Company;
- Actively participates in the Company wide strategy development, review and implementation process;
- Develops HR policies, programs and procedures;
- Leads efficient supply of competent employees to the Company through effective recruitment function;
- Makes sure Employees are satisfied and motivated to work for MOSS;
- Initiates and leads changes, improvements, that motivates and retain capable employees;
- Identifies appropriate talent, organizational and leadership development interventions to support the Company’s excellence in its service and achieves its vision and mission;
- Allocates capable Human Resources for the effective implementation of the company strategies;
- Leads the development of key talent management programs (succession planning, career management, total rewards, learning and development, workforce planning, sourcing, performance management, retention etc). and follows up its implementation;
- Ensures the effectiveness of HR programs, processes and service delivery to internal and external HR customers;
- Derives the design and implementation of effective work place enhancement and employee wellbeing programs;
- Ensures alignment of organizational structure of the Company and individual functions with strategic and operational requirements;
- Supports and actively participates in the design of systematic processes of job analysis, job description and specification and job evaluation and grading when deemed appropriate and lead its implementation;
- Oversees the utilization of HR information system and ensure that all relevant data are maintained and automated;
- Monitors the implementation of effective employee performance management process;
- Leads the recruitment, selection and appointment of employees;
- Assists executive management in the annual review, preparation and administration of the organization's wage and salary program;
- Maintains a human resource information system that meets the organization's personnel information needs;
- Performs other duties assigned by appropriately instituted Supervisory Management;

Job Requirements
- MA or BA Degree in Management or Human Resource Management
- At least 7 years experience in Human Resource Management and Development functions out of which 3 years of experience in managerial position.
