Job Summary

Plan International Ethiopia is looking for Monitoring, Evaluation Research and Learning Coordinator for USAID’s Worker Wellness Alliance (WWA) program in Hawassa, Ethiopia who will be reporting to the MERL Lead.

  • The post holder, under the supervision of the MERL lead, will support the implementation of the project’s Monitoring and Evaluation Plan and collection and analysis and reporting of program data. S/he will work with the M&E Lead to prepare updated indicator tables for USAID reporting, assist in the development of Scopes of Work for external M&E consultants, support the identification and training of local data collectors, assist in the development of indicators aligned to new work plan activities. He/she will also conduct data quality assessments, site visits, regular data checking and trainings, when needed.  The role requires closely working with consultants and government stakeholders in relation to assessments, monitoring and research. It also requires working collaboratively with the WWA MERL lead. S/He will be expected to maintain regular communication with sub-partners and involvement in regional project review meetings. S/He will participate in regular catch up meetings and briefings with the home national office (USNO) M&E team in addition to the regular meetings and calls with WWA team at Hawassa and M&E at PIE CO. The post holder will propose and implement learning approaches for research and M&E findings for the timely adjustment of project activities and to inform future program development. Under the direction of the MERL lead, s/he will quickly and accurately respond to funder data requests. Most importantly, s/he will ensure Plan’s Child Protection Policy and Guidelines and Research Standards are adhered to during project implementation. 
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Job Requirements

Technical expertise, skills and knowledge

Essential

  • Bachelor’s degree with 5 years of M&E experience, or Master’s degree in MERL related fields with two years of M&E experience.
  • Significant experience monitoring and evaluating USAID funded projects
  • Demonstrated experience in developing and implementing comprehensive M&E systems. 
  • Demonstrated ability in management, analysis, and processing of data to inform project planning and M&E
  • Knowledge of USAID ADS 203 guidelines on Performance Monitoring and Evaluation a plus but not required.
  • Proven ability to prepare clear, concise reports with attention to detail
  • Proficiency in Microsoft Office suite, including Word, Excel, Outlook and Database development and management.
  • Fluency in English (both spoken and written)
  • Excellent interpersonal, negotiation, coordination, organization and documentation skills 
  • Flexible, cross – culturally aware and adaptable to change 

Desirable

  • Strong conceptual and analytical skills
  • Ability to deliver to tight deadlines 
  • Knowledge of USAID ADS 203 guidelines on Performance Monitoring and Evaluation a plus but not required
  • Experience using quantitative and/or qualitative software
  • Experience using data visualization software such as Tableau and ability to create and use dashboards.
  • Knowledge about gender and development, and experience and proficiency in monitoring and evaluating programs that mainstream gender
