Job Summary

Title: HIV Care & Treatment Advisor (HC&TA) seconded to MOH

Office: MOH Ethiopia

Reports to: MOH DPCD Director/HIV team lead

Location: Addis Ababa, Ethiopia

The HC&TA will serve as the lead HIV program specialist within FMOH Ethiopia. The SHCTA will closely support the HIV case team in disease prevention and control directorate (DPCD)to ensure that adult and pediatric HIV C&T services remain clinically sound, evidence-based, and aligned with the priorities of Ethiopia’s FMOH, donors, and program beneficiaries.

Working with the DPCD, the HIV C& TA will be responsible for maintaining a high level of expertise and innovation in both pediatric and Adult HIV program, in particular in the area of antiretroviral treatment (ART initiation, retention including adherence, roll-out of viral load monitoring, treatment monitoring including treatment failure, differentiated service delivery models, and other related issues).

SPECIFIC RESPONSIBILITIES

Provide technical leadership in the area of HIV comprehensive Care and treatment program which includes:

  • Supporting building organizational capacity for leading, coordinating, planning, implementing and monitoring of comprehensive HIV program
  • Developing evidence-based strategies along the continuum of HIV care for the program with support from DPCP.
  • Promoting innovative programming in HC&T particularly optimizing case detection.
  • Supporting clinical service delivery and mentoring teams in the design and implementation of innovative C&T interventions/ models and strengthen of HIV components in current programs under the strategic direction of DPCP.
  • Provide technical support in the coordination of National HIV program activities in order to adequately address the huge public health problem arising from HIV/AIDS.
  • Leading/facilitating in developing comprehensive training materials, SOPS and tools for HIV program and systematically update technical and other staff on HIV programming
  • Work with the DPCP to support identification of priority research and evaluation to document the outcomes and impact of HIV programs.
  • Support documentation of program experiences in HIV as well as enhanced knowledge sharing to internal and external audiences around program experiences including publishing in peer-review journals
  • Supporting new business opportunities, including concept development, technical writing, technical review of new business concepts and proposals
  • Develop and establish a standardized and sustainable national system on Continuous Quality Improvement (CQI) and health care worker (HCW) mentorship for the national HIV program.
  • Develop and establish a mechanism for reporting on routine HCW mentorship activities from health facilities to the central level.
  • Develop a national training strategy and plan to sustain the capacity of HCW to integrate HIV comorbidity management at decentralized level.
  • Develop a technical assistance plan to test and implement various costed affordable models to sustain HIV epidemic control.
  • Develop and institutionalize sustainable models for linkage to care in facility; optimizing targeted HIV testing using HIV risk screening tools for both adult and children, Index-case testing, unassisted HIVST, and social-network strategy (SNS)HIV service delivery for key and priority populations.
  • Build system on strategies to reach key & priority populations for sustainable epidemic control.
  • Design/redesign integrated community-facility linkage strategy to improve HIV patient initiation, retention, and adherence.
  • Support the coordination and implementation of the National transition plan from the international partners to the government
  • Assists the HIV prevention and control case team members in the activities related to care and treatment.
  • Institutionalize practical models for intensive HIV services for children and adolescents
  • Institutionalize sustainable models for intensive HIV for key & priority populations HIV services delivery in various settings.

Job Requirements

REQUIRED QUALIFICATION AND WORK EXPERIENCE

  • Physician with MPH or Internist/related specialty with minimum of 3-5 years’ experience including HIV clinical services.
  • Experience in HIV program technical coordination and or management
  • Experience in teaching, mentoring, organizing and conducting training.
  • Experience in development of national documents related to HIV/AIDS Programs
  • Excellent interpersonal and coordination skills
  • Proficiency in written and spoken English
  • Computer skills (MS Office and statistical packages)
