Program design, implementation, and reporting
- Participate with and assist the project management team (PMT) on the development of overall project implementation strategy, systems, approaches, tools, and materials.
- Support the PMT to manage the implementation of the project ensuring that technical quality and standards are considered and respected during the project’s implementation period.
- Develop a systematic and effective monitoring system/tools that captures quantitative and qualitative data to report on project performance indicators
- Create a database of project beneficiaries and regularly updating it to ensure up-to-date, accurate and quality data is available for use
- Regularly update existing project school database with latest school enrolment information
- Proactively support the PMT in updating project work plan, output tracker, PMF/M&E Plan and other documents relevant for effective project management.
- Conduct regular follow up and monitoring visits at project intervention areas
- Facilitate/follow up the implementation of baseline, midline and end-line surveys; follow up research activities of the project.
- Provide regular and timely updates on project progress and challenges to supervisor and other project team members
- Build capacity of local communities, partners and staffs on the M&E, digital data collection technologies, data management, data analysis and results oriented programming and report writing techniques
- Support knowledge management and learning efforts by producing periodic project monitoring reports, cases stories and articles related to the project
- Coordinate compilation and dissemination of annual, quarterly and monthly reports for the project
- Organize and coordinate lessons learnt and knowledge sharing workshops with staffs and stakeholders for effective project performance improvement
- Facilitate documentation and reporting of assessments, program data, lessons learnt and best practices for internal and external sharing
- Ensure donor programmatic compliances issues on Monitoring and Evaluations are adequately met.
- Support Gambella Education Bureau and Woreda Education offices to strengthen and effectively use EMIS for education data and evidence based decision making
- Ensure CCCD principles and strategies are mainstreamed across M&E tools and frameworks and are implemented accordingly.
- Ensure the mainstreaming of CP, Gender, DRR and inclusion in PCM process.
- C Provide technical inputs for the development of networks and clusters to promote effective program designing and quality implementation.
- Participate and contribute for collaborative and positive partnerships and alliances, and to influence policy that maximizes the impact of the country program.
- Support the efforts to establish linkage and good relationships with relevant government authorities, NGOs, UN Agencies, academic and research institutions and the media to draw information and knowledge for program quality and effectiveness.
- Follow up and makes proper documentation of regional government policies, strategies and plan accordingly
- Carryout any other duty as assigned by the project manager
Capability Building
- Expected to provide training for BRiCE staffs on the MEAL requirements of the project
- Organizing the experience sharing event between staffs in different implementation areas of the project
- Organizing review meetings to have a lesson learning occasions in the process of project implementation
Other Responsibilities
- Within the scope of the role, there will be additional assignments as needed.
- Seek and promote innovative ideas, approach to ensure quality of work
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
- Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
- Ensures that the team members under supervision are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day-to-day work.
- Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.
- In overall term integrating safeguarding and gender issues within the M&E framework of BRiCE project.
Job Requirements
Qualifications/ experience essential:
- Bachelor Degree in fields such as Social science, Economics, Statistics or related fields.
- At least six years relevant work experience.
- Practical knowledge of monitoring and evaluation methodologies, including development of log frames, result chains, theories of change, and assessment/evaluations.
- Certificate in SPSS or other related data analysis package is a plus.
Qualifications/ experience desirable:
- Experience in both development and humanitarian contexts is preferable.
Languages required
- Fluency in English language is essential
- In addition to Amharic, Knowledge of Local Languages is a desirable
