Established in 2011 as a UK based non-profit, the Foundation has already carried out more than 30 projects, primarily in Ethiopia and Somaliland. The key themes for the philanthropic side of the Foundation are education, health, water and agriculture. Social enterprises cover all sectors where the Foundation can make an impact financially, create jobs and add value in a sustainable manner.

Headquartered in London, the Foundation also has an operational HQ in Nairobi and offices in, Addis Ababa, Assosa and Hargeisa.

POSITION SUMMARY

The purpose of the Human Resources Officer position is to handle personnel functions such as recruitment and placement, staff benefits, performance management, grievance and other areas of Human Resource activity at the BGRS, PO. She/he supports and provide technical advice on HR issues to Area Administrators, conducts training need assessment and organizes training programs. The HR Officer will also keep a complete, comprehensive and up-to-date central data base system.

  • Finance and Admin Coordinator – Pharo Foundation, Assosa

FUNCTIONAL RELATIONSHIPS:

  • The Pharo Foundation Country Representative in Addis Ababa, Ethiopia
  • The Pharo Foundation Finance and Admin Manager in Addis Ababa, Ethiopia
  • The Pharo Foundation Senior Human Resources in Addis Ababa, Ethiopia

EXTERNAL RELATIONSHIPS:

  • Local Labour authorities in the BRGS Region.
  • HR external service providers

KEY DUTIES AND RESPONSIBILITIES

  • Provide necessary information and checks monthly payroll and ensures accuracy of basic personnel data before payment is effected;
  • Follows up that the BGRS PO staff performance appraisal activity is carried out on time and checks that recommendations for bonus, salary increment, promotion, reclassification, demotion, etc. are made in accordance with established policies and procedures;
  • Handles employee grievances, disciplinary issues and other administrative problems according to Pharo Foundation HR policies and procedures;
  • Handles labor and other related court cases as required in consultation with the HRM and Legal Advisor;
  • Makes internal and/or external announcement of vacancies as required by the Program offices;
  • Participate in Interviews and selections of staff;
  • Organize orientation program for new staff;
  • Arranges staff transfers to and from the head office;
  • Processes fulfillment of employment formalities, checks employment records and follows up probationary period of Program Office based personnel.
  • Carries out periodic institutional and individual training and development need analysis;
  • Identifies suitable courses to meet the training and development needs of the staff and the organization and follows up plans to see them through.
  • Handles staff benefits, such as leave, medical matters, insurance, compensation etc. of BGRS Program office based personnel.
  • Facilitate HR planning periodically for effective utilization of human resources;
  • Participate in preparation of annual budget of BGRS Program Office in relation to human resources; 
  • Prepare periodic HR Reports/statistics;
  • Participate in development and updating of policies, procedures and guidelines based on Pharo Foundation international’s procedures and standard Ethiopian laws;
  • Follow up the proper implementation of policies and procedures;
  • Inform all staff of policies and procedure and of any changes
  • Ensures that personnel records data base is kept up-to-date;
  • Records and updates salaries and allowances, transfers, promotions completion of probation; termination of service, etc. of staff on personnel files and computer data bases;
  • Performs other duties as assigned by immediate supervisor 

Job Requirements

  • Possess an HR postgraduate qualification (minimum requirement) but a Bachelor’s Degree in HR, Business Administration or Social Sciences with a bias in HR is preferred) and/or membership of a professional HR association.
  • Have at least 3-4 years Human Resources generalist working experience.
  • Good leadership skills with the ability to manage a multiplicity of stakeholders in a matrix organization.
  • Very good computer skills with ability to work using MS Office suite and HR systems.
  • Excellent spoken and written English.
  • A self-starter, capable of working independently and with the ability to produce high quality results under pressure.
  • Ability and willingness to travel as required within Ethiopia.

  • Excellent and proven experience in strategic planning of human resource management
