Salary and other benefits: ETB 58,540.00 to 76,734.00 with other organizational benefits, depending upon the past work experience and educational background

Insurance - (Life, Group Personal Accident and Medical Insurances are covered upon the organization policies).

Seniority Allowance – paid depending up the years of service.

Contract Duration: 10 months with high possibility of extension

 About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where Nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.

Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are: BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA and others.

Summary of position

Under direct supervision of Field coordinator, FSL PM is responsible to implement quick impact projects in food security that will address Refugees and host communities need and to manage the program (Fresh food Vouchers, Cash and gardening) in the refugee camp and host communities. S/he will spent approximately 40-50% of the time in the field.

The FSL PM role’s purpose, engagement and delivery is:

Purpose (The substantive focus of the job encompassing scope, depth and difficulty of work both conceptual and applied)

Under the supervision Field coordinator and FSL HoD(technically) , FSL PM is in charge of the planning, implementation, tracking, and reporting on regular activities for FSL activities at Gambella base.

Engagement: (The focus of interaction both internally and externally needed to deliver a service seek collaboration and build effective partnerships)

The FSL PM will work closely with other departments in the base and capital teams.

Externally, s/he build relationships with other organizations, local government officials, and community leaders in the program implementation area.

 Delivery: (The focus on the execution of the work and the role on the team for supporting business/operational functions in terms of timeliness and quality)

The FSL PM will respond to the timely program implementation, budget monitoring, and prepare a success story. Organize project execution consistent with program objectives engaging counterparts and building reputation for quality design and reliable delivery in line with donor rules, regulations and standards.

Essential Job Duties

Objective 1: Promote the comprehension of food security project in the intervention area:

Activities:

  • Collect and evaluate information on food security and the livelihood conditions of the populations;
  • Identify the needs of the most vulnerable populations;
  • Propose how to meet these needs;
  • Participate actively in developing a food security project formulation;
  • Contribute towards the elaboration of proposals;
  • To critically follow evolution of the Food / Livelihood Security in the area

Objective 2: Implement suitable food security interventions:

Activities:

  • Define implementation modalities (identification and registration of beneficiaries, distribution, monitoring, etc.) and Plan activities for implementation and achievement of program goals in order to achieve the set objectives;
  • Organize and supervise the implementation of identified activities (Fresh food voucher and vegetable gardening) in coordination with other departments;
  • Monitoring, designing sampling strategy and methodology, preparing questionnaire data collection, data encoding and analyzing.
  • Evaluate the relevance and appropriateness of the intervention in view of the evolution of the context and needs;
  • Prepare weekly, monthly and quarterly FSL program reports for internal and external consumption.
  • Plan/forecast program budget and monitor the financial utilization of the program
  • Work with field coordinator to prepare interim, intermediate and final FSL program reports.
  • Preparing program procurement request.

Objective 3: Recording, Monitoring and Reporting activities

  • Follow clearly appropriate protocols and guidelines on recording and reporting-National, ARRA, UNHCR and other Donors.
  • Ensure that Red Rose system well up to date, reports are regularly backed up, data are analysed and reports are send to capital office.
  • Ensure that data collected are complete, reliable, relevant, timely and valid.
  • Develop monitoring and evaluation tool for the ongoing project
  • Ensure that Post Distribution Monitoring (PDM) and Post-Harvest Monitoring (PHM) and other monitoring exercise are carried out in a regular bases.

Objective 4: Team management:

Activities:

  • Organize the team work and plan of actions (planning responsibilities);
  • Collaborate with the HR and Field coordinator on the timely recruitment of staff; carry out personal performance appraisal of the member in regular bases.
  • Identify teams` training needs and develop the capacity of the team by delivering on job training and mentoring
  • Work and collaborate transparently and efficiently with all the support departments both at base and capital levels.
  • Organize regular staff meeting to discuss challenges and formulate a way forward.

Objective 5: Represent Action Against Hunger

Activities:

  • Develop a network of contacts at base level (INGOs, Government, technical or scientific, political) to allow a smooth implementation of the project.
  • Represent Action Against Hunger in different FSL/DRM related coordination platforms with different stakeholders such as authorities, communities, local NGOs, INGOs involved in the response and participate at Zonal and woreda level meetings and workshops
  • Explain the project’s activities and objectives to partners and communities as needed.
  • Participate preparation and activities related to donor visit.
  • Implement other duties and responsibilities assigned by the Field Coordinator/Technical Advisors/DCDP

Objective 6 : implementation of CBIs

  • Follow up project implementation and ensure effective and timely completion of the planned activities/interventions
  • Conduct regular visits to project areas to verify timeliness, transparency and authenticity of assistance delivered
  • Ensure Beneficiary targeting and registration is done correctly
  • Lead market assessments and market analysis report in the implementation areas
  • Lead cash distribution and make sure the distribution is conducted according to the SOP.
  • Being with MEAL team and others staff, assist Baseline, PDM, market monitoring and evaluation and make sure they are conducted timely.  
  • Manage and monitor digital platforms (LMMS and Red rose)

Additional Responsibilities

Activities:

  • Perform any additional task assigned by direct line manager andN+1 in line with job description and plan of action.

Supervisory Responsibilities

  • Supervise Food Security officers, Market facilitators and incentive workers

  • Work closely with FC, HoDs, FSL technical team in following up FSL activity implementation regularly and ensure the utilization of allocated budget in timely manner and per Action Against Hunger and donor procedures

Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Working Conditions, Travel and Environment

Job Requirements

 Required Qualifications and Professional Experience

  • BA degree / Masters in Agricultural Economics, Development Studies, Food Security studies with at least 5 years of experience in a humanitarian organization (NGOs) out of which one year in fresh food Voucher program.
  • Knowledge of, and experience with fulfilling key donor requirements.

Required Skills & Competencies

  • Proven track record on Food/Livelihood, 
  • Project management and project implementation,
  • Good technical Knowledge on needs assessment,
  • Project formulation and Monitoring, good analysis capacity, report writing, capacity to organize and supervise the team.
  • Skills in Budget management, Capacity to establish and develop a network of professional contacts,
  • Good Computer skill, Good working knowledge of English (read, write and speak),
  • Capacity to respect deadlines,
  • Willing to share information and communicate transparently,
  • Team player.
  • Willingness to work under pressure and extra hours, extremely flexible, able to work independently, have the ability to cope with stressful situations,
  • Good organizational and interpersonal skills,
  • Ability and willingness to work in remote areas.
  • Good knowledge in food security, cash and Voucher, and innovative agricultural activity.  
  • Humanitarian experience in food security, fresh food Voucher, gardening and Cash intervention.

Languages: (indicate fluency level)

  • English (fluent)
  • Knowing of local language(Nuer and Agnwak) is advantageous
